ORDER:-
Consequent on the installation of Computers in all the 206 Taluks in the State under the Centrally Sponsored Scheme on Computerisation of Land Records, it was decided by the Government, that a logical extension of the programme to make administration quick, efficient, transparent and people/friendly,, steps should be taken to install Computer Kiosks in select taluk offices in the State to begin with where touch screen Computer facilities can be provided to the public.
2) Based on the above decision, an announcement was made in the Budget Speech on 18.8.2001 that "in order to bring the administration closer to the people, it is proposed to install touch screen computers, to start with in select taluk offices in districts during the current financial year. This will enable people to access the desired information on their own and with great ease".
3) The Commissioner and Director of Survey and Settlement has, accordingly, sent an Action Plan on procurement of facilities (Computer) and their installation in 29 select taluks spread over the 29 districts in the State. The Government have examined the matter in detail and accepted the proposal of the Commissioner and Director of Survey and Settlement. The Government sanction the provision of computers in touch screen mode to 29 taluks in 29 districts, selected for this purpose, indicated in Annexure I to this order in the first instance.
4) The Government also direct that the above programme be implemented on the following lines:-
- (i) The Commissioner and Director of Survey and Settlement, who is the nodal agency for the Computerisatioin of Land Records programme shall act as the nodal agency for procurement, installation, operation and maintenance of Kiosks. For maintenance of the equipments, an A.M.C. (Annual Maintenance Contract) should be entered into with the supplier(s) to ensure trouble free operations.
- (ii) The Commissioner and Director of Survey and Settlement shall give the specificatioin for identifying the locations in the taluk offices.
(iii) The Software developed by the NIC under the Computerisatiion of Land Record Programme in Taluks would be adopted.
(iv)The necessary additional software for touch screen facilities shall be developed by NIC free of cost.
(v) For operation of touch screen, necessary training should be given to certain staff in the taluk offices under the Training Programme already ordered in G.O.(Ms)No.313, Revenue, dated 6.9.2001.
(vi)The Expenditure comprising a non-recurring cost Rs.63.80 lakhs and recurring cost of Rs.1.45 lakhs should be met from the savings under the Centrally Sponsored Scheme of Computerisatioin of Land Records Programme.
(vii)The programme shall be implemented by the Commissioner and Director of Survey and Settlement who will also act as the nodal agency for its monitoring.
(viii)These computers should be procured through ELCOT as was done earlier for provision of computers to the 206 taluks in the State as per G.O.(Ms)No.58, Finance(BPE) DATED 16.2.99.
(ix)The State Level Monitoring Committee which will also act as Technical Committee here after shall monitor the implementation of the scheme periodically. Similarly, at the District level, a Committee headed by the District Collector and consisting of the District Revenue Officer, Additional Director (Survey and Land Records) Personal Assistant (General), District Informatic Officer, etc., shall monitor its implementation.
(x)This programme shall be integrated with Computerisation of Land Records programme. All instructions on the implementation of the scheme shall be issued by the Commissioner and Director of Survey and Settlement
5) As regards the expenditure comprising a non-recurring cost of Rs.63.80 lakhs (Rupees sixty three lakhs and eighty thousand only) and recurring cost of Rs.1.45 lakhs (Rupees one lakhs and forty five thousand only,) it shall be met from the savings under the Centrally Sponsored Scheme of Computerisation of Land Records Programme, as indicated in paragraph 4(vi) above. The Government permit the Commissioner and Director of Survey and Settlement to utilise the expenditure from out of the sanction ordered in the G.O. fifth read above after completing the procurement and installation of hardware through ELCOT in 206 taluks in the State, pending clearance of the Government of India towards incurring the expenditure on installation of 29 Computer Kiosk with Touch Screen facilities.
6) A suitable fee may be charged from the public for using this facility in these select Taluk Offices. Commissioner and Director of Survey and Settlement may send appropriate proposal in this regard to the Government soon.
7)The Commissioner and Director of Survey and Settlement is also requested to obtain the clearance of the Government of India early for incurring the expenditure towards installation of Computer Kiosks in 29 model taluks from out of the funds released by the Government of India under the Centrally Sponsored Scheme of Computerisation of Land Records.
8) The Commissioner and Director of Survey and Settlement is further requested to stick to the time Schedule indicated in Annexure II to this order for immediate operationalisation of the programme.
9)The expenditure sanctioned in paragraph 5 shall be debited to "2506 00 Land Reforms-103 Maintenance of Land Records Scheme in the Ninth Five Year Plan -III-Centrally Sponsored -SA-Pilot Project on Computerisation of Land Records-76-Computer and Accessories-01-Purchase. (DPC No.2506 00 103 SA 7619).
10)The Commissioner and Director of Survey and Settlement is authorised to draw the entire amount sanctioned in the Government Order in the reference fifth read above pending provision in RE/FMA 2001-2002 when required.
11)Necessary funds will be provided in the RE /FMA 2001-2002. Pending provision of funds in the RE 2001-2002 and FMA 2001-2002, the Pay and Accounts Officer(East) is requested to admit the bill presented by the Commissioner and Director of Survey and Settlement to incur the expenditure from out of Rs.164.48 lakhs sanctioned in the Government Order fifth read above and however, yet to be drawn by him within the financial year. The Commissioner and Director of Survey and Settlement is requested to include the expenditure while sending proposals to the Finance (Rev) Department, for making necessary provisions in the RE 2001-2002 / FMA 2001-2002. He is also requested to send necessary proposals to Finance (B.Coord)Department,for inclusion of this expenditure in the Final Supply Estimate 2001-2002 so as to bring it to the notice of the Legislature
12) This order issues with the concurrence of Finance Department vide its U.O.No.292/DS (NM)/01,dated 19.10.2001 and the additional sanction ledger No.391(Three hundred and ninety one ).
