ORDER:
Huge livestock population comprising cattle, buffalo, sheep and goats and poultry were either lost or washed away by the Tsunami which hit the Tamil Nadu coast on 26.12.2004, causing huge economic loss to the farmers. As the large population of animals died belongs to poor stake holders, there is an urgent need to replace the livestock.
2) The Commissioner and Director of Veterinary Services has reported that 1653 cattle , 12,547 sheep and goat and 2183 poultry were lost in the Tsunami affected districts of Cuddalore, Nagappattinam, Kanniyakumai, Tirunelveli, Kanchipuram and Tiruvallur. The Commissioner and Director of Veterinary Services and the Secretary, Animal Husbandry and Fisheries have requested the Government to grant necessary relief for the persons who have lost their livestock and poultry.
3.The State Level Committee for Calamity Relief Fund Scheme on 19.1.2005 discussed the proposal of the Secretary, Animal Husbandry for grant of relief for the loss of Cattle and Sheep/Goats and poultry ravaged in the Tsunami. The Committee decided that in view of the total loss of livelihood of the Tsunami victims, the relief provided has to be reasonable and decided to grant Rs.10,000/- per cattle (Cow and Buffalo) Rs.5,000/- per calf and draught animal and Rs.1,000/- per goat, ram, sheep and Rs.50/- per poultry, without any ceiling up to the actual loss.
4) The Government accordingly sanction a sum of Rs.2,80,11,150/- (Rupees Two Crores, eighty lakhs, eleven thousand one hundred and fifty only) as detailed below:
1. Cattle & Buffalo Nos. 1418 x Rs 10,000 = 1,41,80,000
2. Calf and draught animals 235 x Rs. 5,000 = 11,75,000
3. Sheep and Goat Nos. 12547 x Rs. 1,000 = 1,25,47,000
4. Poultry Nos. 2183 x Rs. 50 = 1,09,150
Total 2,80,11,150
5) The expenditure sanctioned in para 4 above shall be debited to the following head of account:-
"2245 Relief on account of Natural Calamities - 80 General - 800 Other expenditure - I. Non Plan - AB Assistance for undertaking immediate relief works in connection with Tsunami - 09 Grants-in-aid - I. Grants for current expenditure" (D.P.Code 2245 80 800 AB 0918).
6) Necessary funds will be provided in the FMA 2004-05. Pending provision of additional funds, the Pay and Accounts Officer (South) Chennai is directed to admit and honour the bill, if otherwise found to be in order.
7) The Special Commissioner and Commissioner for Revenue Administration is authorised to draw and disburse the amount sanctioned in para 4 above as per the existing procedure to the Commissioner and Director of Veterinary Services. The Commissioner and Director of Veterinary Services is requested to commence disbursement of the relief assistance at once through the Regional Joint Directors of Animal Husbandry under the supervision of the District Collectors concerned.
8) The Special Commissioner and Commissioner for Revenue Administration is requested to send necessary proposals for inclusion of funds in the FMA of 2004-2005.
9) The expenditure sanctioned in para 4 above shall be brought to the notice of Legislature by specific inclusion in the FSE 2004-2005. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals to the Fin. (Rev.) Dept. in this regard without fail.
10) This order issues with the concurrence of the Fin. Dept. vide its U.O. No.6230/ Finance (Revenue) dated 25.1.2005 The Additional Sanction Ledger No. is 1407.
