(Ms) No.379 Read: 1) G.O.Ms.No. 379 , Revenue Department, dated 27.6.2005 2) G.O.Ms.No.418, Revenue Department, dated 20.7.2005 3) G.O.Ms.No. 781 Revenue (NC IV) Department, dated 30.12.2005 4) G.O.Ms.No. 782 Revenue (NC IV) Department, dated 30.12.2005 5) G.O.Ms.No. 783 Revenue (NC IV) Department, dated 30.12.2005 6) Agenda for the Empowered Committee meeting dated 26.04.2006 7) Officer on Special Duty ( R&R), Chennai-5, D.O.Lr.No.TRR/ EAP/ 23702/06 dated 10.5.2006 ***** ORDER: In the G.O. first read above, orders have been issued according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank Assistance at a cost of Rs.629.63 Crores for restoration of livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged Roads and bridges, Ports and Harbours, restoration of water supply and sanitation, rehabilitation of /upgrading of municipal and rural infrastructures and capacity buildings and implementation assistance. 2) In the G.O second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the Asian Development Bank Assistance sanctioned in the G.O first read above. 3) In the G.O. 3rd, 4th and 5th read above government accorded Administrative sanction for an amount of Rs.56.1378 crores to carry out the Tsunami Rehabilitation works under Livelihood component, Water Supply and Sanitation Component and Infrastructure Development Component in Tsunami affected 19 Special Village Panchayats under Tsunami Emergency Assistance Project. 4) The Director of Special Village Panchayats has sent proposals for Appointment of Technical Consultant for Third party Inspection at a cost of Rs.60.00 lakhs to inspect Works to be executed Under TEAP. The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 26.04.2006. The Empowered Committee has approved the proposal among others. However the Empowered Committee limited the expenditure to 1% of the total estimated project cost of the works i.e.Rs.56.00 lakhs for engaging Technical Consultant for Third party Inspection. 5) The Government after careful consideration, accept the decision of the Empowered Committee and accordingly sanction an expenditure of Rs.56.00 lakhs (Rupees Fifty six lakhs only) being 1% of the total estimated project cost of the works for engaging Technical Consultant for Third party Inspection of works to be executed under Tsunami Emergency Assistance Project (TEAP). 6) The expenditure sanctioned in para 5 above shall be debited to
7) The Director of Special Village Panchayats is authorized to draw and incur the expenditure sanctioned in Para 5 above as per the existing procedure and send the statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by Asian Development Bank in consultation with the Project Director ( ETRP and TEAP). 8) The Director of Special Village Panchayats is nominated as the competent authority to appoint Technical Consultant for Third party Inspection of works on deputation basis or on temporary transfer ( Loan basis) from any Department or outsourcing on consolidated remuneration or by promotion including consequential vacancies through a Committee constituted for this purpose or appointing a suitable agency for recruitment. 9) This order is issued with the concurrence of Finance Department vide its U.O.
