ORDER:

In G.O. second read above orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 crores for housing reconstruction, restoration of livelihood, repairs / reconstruction of Public buildings, providing technical assistance and training and implementation of support for tsunami affected victims and buildings.

2) In G.O.No.418, Revenue dated: 20.07.05, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in G.O.Ms.No.384, Revenue, dated:1.7.05.

3) In the G.O. third read above, the 3 posts of Record Clerks were sanctioned among other additional staff for the Project Management Unit in the time scale of Rs. 2610-60-3150-65-3540.

4) The Officer on Special Duty (Relief and Rehabilitation) has stated that normally the ministerial staff are drafted from the Revenue Administration Department. In view of the fact that there is shortage of Record Clerks in the Revenue Administration Department, the three posts sanctioned for Project Management Unit have not yet been filled up. The post of a Record Clerk for PMU is absolutely essential. He has proposed to appoint one Record Clerk on consolidated pay from open market.

5) The Project Director (ETRP and TEAP) has placed the proposal for appointment of Record Clerk in the Project Management Unit before the Empowered Committee meeting held on 26.4.06.

6) The Empowered Committee has approved the proposal of the Project Director (ETRP and TEAP) for appointment of Record Clerk in the Project Management Unit subject to the condition that the consolidated salary should be the last pay drawn minus the pension amount eligible plus Service Tax, if any.

7) The Government after careful consideration accept the decision of the Empowered Committee and accord sanction for appointment of Thiru J. Devadoss, retired Record Assistant on consolidated pay restricted to the last pay drawn minus the pension amount eligible plus Service Tax, if any (i.e.Rs.3900/-p.m.) as Record Clerk in the Project Management Unit for a period of one year from the date of taking up the assignment.

8) The Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the expenditure sanctioned in paragraph 7 above.

9) The expenditure towards contract payment shall be debited to the following head of account:

"2070 00. Other Administrative Services – 800. Other expenditure – II. State Plan – QA. World Bank assisted scheme under Emergency Tsunami Reconstruction project (ETRP) – Project Management Unit – Revenue Administration – 33. Payments for professional and Special Services on Contract Payment. (DPC 2070 00 800 QA 3347)

10) This order issues with the concurrence of Finance Department vide its U.O.Note No.33461/Revenue/06-1, dated: 9.6.06.
