ORDER:

 

The Programme of Computerisation of Land Records initiated under the Centrally Sponsored Scheme with 100% financial assistance from Government of  India in the year 1991,has been gradually extended to all the Districts and 'A' Register and Chitta in 206 Taluks have been computerised.  Similarly it was decided to digitise Field Meaasurement Books with 100% financial assistance of Government of India under the Centrally Sponsored Scheme.  A Pilot Project of Digitisation of Field Measurement Books has been undertaken initially in Erode and Gobichettipalayam Taluks in Erode District at a cost of Rs.62.40 lakhs by entrusting the work to Tvl.Vision Lab Institute,Hyderabad and in Kodavasal Taluk in Tiruvarur District and Chengalpattu Taluk in Kancheepuram at a cost of Rs.61.96 lakhs by entrusting the work to Tvl.Siemens Information System Limited.

2) With a view to extending the Scheme of Digitisation of Field Measurement Books to the rest of the State, it was decided to determine the software specifications for adopting a common software model.  For this purpose, it was decided to evaluate the software used by the two Private  Agencies in the above said four taluks and based on that to fix software specifications and to implement the scheme in the reamining taluks in all the districts by adopting Open Tender Procedure.  As per the above decision, for evaluating required software specifications and recommending to the Government a common software model, an Expert Committee consisting of three members was constituted in the Government Order first read above.  Subsequently ,in the Government Order second read above, the above said Expert Committee, was expanded with six members.  The Expert Committeee, after evaluating the software used in the four pilot taluks have recommended common software specifications.  The details of software specifications are given in the Annexure to this order.

3) For selecting the agencies eligible to supply suitable software for extending the scheme to the rest of the State based on the software specifications as recommended by the Expert Committee, as in the Annexure, the Expert Committee has also recommended the eligibility  criteria for the selection of software agencies as follows:-

 

1) Should have previous experience in digitisation of cadastral maps.

2) Should have adequate infrastructure facilities in Southern India.

3) Should  have sound financial capabilities.

4) Should have wide spread after sales,service facilities throughout Tamil Nadu

5) Should specify the hardware requirement for software supply.

4) For selecting the suitable software for extending the Scheme of Digitisation of Field Measurement Books to the rest of the Taluks in the State and to select the agencies eligible to suply it, the Commissioner and Director of Survey and Settlement has requested the approval of Government on the detailed software specifications  recommended by the Expert Committee.

5) The Government, after careful examination, accept the proposals of the Commissioner and Director of Survey and Settlement and accordingly approve the common software specifications recommended by the Expert Committee as indicated in the Annexure, to this Order.  The Government also direct that based on the common software specifications, selection of the software agencies eligible to supply the software ( as per the specifications recommended by the Expert Committee for selection of software and software agencies, as indicated in paragraph 3 above) be entrusted to the ELCOT, so as to select the Software Agencies by following open Tender procedures as per the orders issued in G.O.(Ms.)No.58,Finance (BPE),dated 16.2.99, as was done earlier for procuring and supply of hardwares by ELCOT for 206 Taluks at the time of implementation of Computerisation of Land Records Scheme under the Centrally Sponsored Scheme.

6) Further, for the implementation of the Scheme of digitisation of Field Measurement Books with 100% financial assistance from the Government of India in all the remaining taluks in the State, the Government also prescribe the following conditions:-

I) The qualified software agencies being selected by ELCOT should digitise all the Field Measurement Books in the Taluk concerned in all its apsects.  For this purpose, the Commissioner and Director of Survey and Settlement is instructed that he should estimate the number of Field Measurement Books to be digitised accurately to the extent possible, taluk-wise and by taking into account the variations, if any, occuring in the number of Field Measurement Books in the course of digitisation and accordingly he should ensure the digitisation of all the Field Measurement Books in all its aspects.  Further, the Commissioner  and Director of Survey and Settlement / Managing Director, ELCOT  should also prescribe necessary conditions in the agreement  to be entered into with the software agencies to this effect.

ii) It is reported that there is a balance of 19,854 Field Measurement Books in Kodavasal and Chengalpattu Taluks yet to be digitised out of the Field Measurement Books estimated  for the digitisation in the Pilot Taluks.  The Commissioner and Director of Survey and Settlement should include the above said balance number of Field Measurement Books also in the number of Field Measurement Books to be estimated for the remaining Taluks for digitisation.

iii) The Commissioner and Director of Survey and Settlement should also ensure 100% financial assistance provided by the Government of India, before awarding the work, to the softrware agencies to be selected by following open tender procedure through ELCOT.  Further, the Commissioner and Director of Survey and Settlement should take expeditious action in advance to obtain the financial assistance from the Government of India for this purpose.

 

7) This order issues with the concurrence of the Finance Department vide its U.O.No.186 / DS (NM) / 2001,dated 11.9.2001.

RECOMMENDTION AND COMMON SPECIFICATION SUGGESTED BY THE EXPERT COMMITTEE

GENERAL SPECIFICATIONS

1) Windows Compatible (PC) user friendly with essential tools should provide complete environment to capture, digitise, store,feed, data update, analyse, maintain,retrieve,output map and its related information from the fundamental level of field data to higher order with special user interface function for map creation function, digitisation,plotting, symbol generation for point, line and area featutres - Base line-off-set method,Triangulation method-Traverse method -cut point definition-FMT handling- Adjacent information- Editing features-Graphic user interface-Quality  control system-error correction in plotting and traverse plotting etc., Area computation menu / Icon Driven appliction-Software supoort for queries.

2) Map import and export capabilities in universal GIS format-Interactive plot mosaicing - Automatic mosaicing - merging -support to fit mosaiced plots into traverse data and seamless mosaicing facility.

3) Should have semiautomatic and automatic tools to generate village maps from FMBs. Access of plot information from a map.

4) The digitise maps should be capable of being sub-divided or consolidated as and when such situation arises.

5) Each parcel must contain details of the ownership, area,etc., to ultimately develop into a land information system similar to GIS layer by layer.

6) Data Capture function from FMB-from survey ladder information & Digitising the maps.

7) Should have integrated linkages to various alphanumeric information such as 'A'Register, Chitta, Adangal and also registration functions.

8) Map data should be stored in an RDBMS; Object / data dictionary-access of plot information from a map.

9) Automatic / Interactive Error Distribution.

10) Interface to incorporate GPS,Total station & BDM and other ground survey data.

11) Generating different land use maps.

12) Overlays and buffer analysis for decision support.

13) Capable for DTM analysis for decision support.

14) Interface for both Tamil and English.

15) Must be capable of distributing the cadastral maps/data over Internet.

16) Multi - user transaction support.

17) The software provider should supply  standard operating procedure manuals and technical  manuals.

 

LEVELS OF ACCESS / AUTHORITY

Should have multi-levels of access and operational authority regarding edit, access and queries and authentication.  Safety aspect should be built in to avoid tampering of the digistised data at different levels from the lowest  persons to the final authority.

LEVELS OF ACCURACY

Standard of accuracies should not deviate more than what is already existing in the paper map and will be defined by survey department.

Automated quality  checking tools.

TRAINING

The software providers should give adequate training on the job as specified and to the satisfication by the survey department.

SPECIFICATIONS FOR SUPPLIERS OF SOFTWARE

1) Should have previous experience in digitisation of Cadastral maps.

2) Should have adequate infrastructure facilities in Southern India.

3) Should have sound financial  capabilities.

4) Should have widespread after sales service facilities throughout Tamil Nadu.

5) Should specify the hardware requirement for software supply.
