ORDER:
The Collectors of Dindigul, Madurai, Namakkal Erode had brought to the notice of the Government that monsoon played truant in third consecutive years in the districts and the ground water level has gone down alarmingly. They reported that the villages in many parts of the districts which were already experiencing drinking water shortage are still facing actue water shortage due to failure of monsoon this year also. In order to combat the water scarcity in the districts, the Collectors have sent proposals for release of funds for various relief works for combating water scarcity on the recommendation of the Principal Commissioner and Commissioner of Revenue Administration there on orders were issued in the Government order read above for the sanction of funds from the Calamity Relief Fund as follows among other districts.

2. Now the Collectors of Dindigul, Madurai, Namakkal and Erode have reported that drinking water scarcity still persists and have requested allotment of additional funds which include provision of more hand pumps, erection of power pumps extention of pipeline works and erection of additional suction pumps etc to tide over the actue drinking water scarcity in the ensuing months and to ensure uninterrupted water supply.
2. The Special Commissioner and Commissioner of Revenue Administration has stated that the proposal of the Collectors have been examined by him taking into account the earlier sanction of funds and number of works taken up etc. The Special Commissioner and Commissioner of Revenue Administration has recommend that assistance may be given from the Calamity Relief Fund to tackle the situation by carrying out necessary works in this regard. These proposals have been placed before the State level Committee on Calamity Relief Fund for its consideration.
3. The State Level Committee after examining the proposal has recommended to release funds from the Calamity Relief Fund as follows, for the above purpose.

Based on the recommendation of the State Level Committee, the Government direct that a sum of Rs. 497.40 lakhs (Rupees six hundred and fourty one lakhs and eighty thousand only) be released from the Calamity Relief Fund to tackle the drinking water crisis in the three districts mentioned above for carrying out necessary works in this regard.
4. The amount sanctioned in para 5 above shall be debited to the following head of accounts:-
For Municipalities

5. Necessary funds will be provided in the RE/FMA 2002-2003. Pending provision of funds in RE/FMA 2002-2003, the Principal Commissioner and Commissioner of Revenue Administration is authorized to draw and disburse the amount. He is also requested to include the expenditure while sending the proposals for RE/FMA 2002-2003 without fail.
6. The pay and Account Office, Chennai (East) Chennai (North) are requested to admit and honour the Bills as and when presented by principal Commissioner and Commissioner of Revenue Administration, Chennai-5 if otherwise found to be in order.
7. The Principal Commissioner and Commissioner of Revenue Administration is requested to apportion the amount as mentioned in para 5 above. The Special Commissioner and Commissioner of Revenue Administration is also requested to send necessary Utilisation Certificate to Government.
8. This order issues with the concurrence of the Finance Department vide its U.O. No. 54586/Revenue/2002 dated 22.7.02 and Additional Sanction ledger No.315
