ORDER:

In the Government order 1st read above, the Government sanctioned to the Collectors a sum of Rs. 1 crore each for Nagapattinam, Kanniyakumari and Cuddalore District and Rs. 25 lakhs each for Kancheepuram, Villupuram, Tiruvallur, Thiruvarur, and Thoothkudi Districts to meet the unforeseen expenditure including debris removal, arrangements for burial of the dead etc., in connection with relief operation following the Tsunami that hit Tamil Nadu Coast on 26.12.2004.

2. In his letter read above the Special Commissioner and Commissioner of Revenue Administration has reported that the Collector, Kanniyakumari District has informed him that out of Rs. 1.00 crore, an amount of Rs. 99 lakhs has been spent so far for debris removal, leveling of earth, desilting of AVM Channels, fuel expenses, expenses for Medical Team, providing water supply through Syntex tanks etc., and that he requires an additional amount of Rs. 1.00 crore to settle the pending and anticipated bills.

3. The Special Commissioner and Commissioner of Revenue Administration has recommended that the request of the Collector of Kanniyakumari District may be considered and orders issued early. The Proposal of the Special Commissioner and Commissioner of Revenue Administration was placed before the State Level Committee for Calamity Relief Fund Schemes held on 19.1.2005 for its consideration.

4. The Committee discussed the proposal of the Collector of the Kanniyakumari as recommended by the CRA/State Relief Commissioner for sanction of Rs. 1 crore in addition to the amount of Rs. 1 crore already sanctioned in G.O. 1st read above to meet the unforeseen expenditure including debris removal arrangement for burial of the dead etc., and decided to sanction Rs. 1.00 crore.

5. Accordingly after careful consideration of the request of the Collector, Kanniyakumari District, the Government sanction an additional sum of Rs. 1 crore (Rupees One Crore only) to meet the unforeseen expenditure mentioned in para - 2 above from the State Calamity Relief Funds.

6. The expenditure sanctioned in para 5 above shall be debited under "2245, Relief on account of Natural Calamities – 80 General 800, Other Expenditure – I Non-Plan-AB. Assistance for undertaking immediate relief works in connection with Tsunami -09 Grants in aid -01 Grants for current expenditure. (DPC 2245-80 800 AB 0918.)

7. Necessary additional funds will be provided in FMA 2004-2005. Pending provision of additional funds, the Pay and Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order.

8. The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner is authorised to draw and disburse the amount sanctioned in para 5 above as per the existing procedure to the District Collector Kanniyakumari

9. The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner is requested to send necessary proposals for inclusion in FMA of the 2004-2005.

10. The expenditure sanctioned in para 5 above shall be brought to the notice of legislature by specific inclusion in Final Supplementary Estimates 2004-2005. The Special Commissioner and Commissioner of Revenue Administration and State Relief Commissioner is requested to send necessary proposals in this regard to Finance (Revenue) Department, without fail.

11. This order issues with the concurrence of the Finance Department vide its U.O.No. 5625/Fin (Rev) dated 21.1.2005 and additional sanction ledger No.1400.
