Abstract

Natural Calamities - Tsunami (giant tidal wave) struck Tamil Nadu coast on 26.12.2004 - Heavy loss of life and injuries to the persons in coastal districts - Ex-gratia payment to grievously injured person as per C.R.F. Norms - Rs. 3.50 crores sanctioned.

Order:

Due to the earthquake of magnitude 9.0 on Richter Scale that occurred off the coast of Sumatra Region of Indonesia, a Tsunami (giant tidal waves) hit the coastal districts of Tamil Nadu on 26.12.2004. The SC & CRA has reported that there have been 7397 causalities and 3247 persons grievously injured up to 31.12.2004. The District Collectors have indicated that 1/3rd of the injured persons lost their limb or eyes and the remaining 2/3rd suffered grievous injuries.

2. The Hon’ble Chief Minister has announced an immediate relief at the rate of Rs.1.00 lakh per person dead in the family (next of kin) from the Chief Minister Public Relief Fund and orders have been issued in G.O.Ms.No. 574, Revenue, dated 28.12.2004.

3. The Special Commissioner and Commissioner of Revenue Administration, has requested a sanction of sum of Rs. 3.50 crores to distribute the ex-graita to the affected injured person as per the CRF/NCCF norms.

(i) Sl.No. 1(b) a person who lost his limb or eyes is eligible to receive an ex-gratia of Rs.25,000/- and

(ii) Sl.No. 1(c) a person who sustained grievous injury and hospitalized for more than a week is eligible an ex-gratia of Rs.5,000/-

4. After careful consideration the Government sanction an amount of Rs.3.50 crores (Rupees three crores and fifty lakhs only) from the State Calamity Relief Fund for the above purpose. The amount may be sanctioned as per the above norms to the injured persons.

5. The amount sanctioned in para 4 above shall be debited to a new sub head of accounts to be opened under Demand No.49 Relief on account of Natural Calamities" as detailed below:-

"2245 Relief on account of Natural Calamities - 80 General - 800 Other Expenditure I. Non Plan AB Assistance for undertaking relief works in connection with Tsunami 09. Grants in aid 01 Grants for current Expenditure (DPC 224580 800 AB 0919)

6. The Special Commissioner and Commissioner of Revenue Administration is the estimating reconciling and controlling authority for the above new sub head of account. The Pay and Accounts Officer (East) is requested to open the above new head of account in their accounts.

7. Necessary funds will be provided in RE/FMA 2004-2005 and Pending provision of such funds. The Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the amount sanctioned in para 4 above as per the existing procedure to the respective District Collectors. The District Collectors are requested to provide the relief to injured persons as per norms. The Special Commissioner and Commissioner of Revenue Administration is requested to send the utilization certificate to the Accountant General/Government.

7. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals for inclusion in RE/FMA of the 2004-2005.

8. The expenditure sanctioned in para 4 above shall be brought to the notice of legislature by specific inclusion in Final Supplementary Estimates 2004-2005. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals in this regard to Finance Revenue Department, without fail.

11. This order issues with the concurrence of the Finance Department vide its U.O.No. 3/FS/P/05 dated 1.1.2005. and additional sanction ledger No.1296.
