ORDER:

In the Government Order first read above, the Government have accorded administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank Assistance at a cost of Rs.1852 Crores for housing reconstruction, restoration of livelihood, repair / reconstruction of Public Buildings, providing technical assistance and training and implementation support of tsunami affected victims and buildings.

2. In the Government Order second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank Assistance sanctioned in G.O. first read above.

3. In the Government Order 3rd read above, the Government sanctioned an amount of Rs.160/- lakhs towards construction of tsunami damaged Veterinary Institutions and Fodder Banks. Chief Engineer (Buildings), Public Works Department has stated that as per the detailed estimate prepared for Veterinary Hospitals and Veterinary Dispensaries based on the current schedule of rates approved in September 2005, the cost of each building works out to Rs.21/- lakhs for Veterinary Hospitals and Rs.17/- lakhs for Veterinary Dispensaries as against Rs.15/- lakhs sanctioned in the above Government Order for Veterinary Hospital and Veterinary Dispensary, for which an additional amount of Rs.36/- lakhs is required to carry out the works due to further damages caused to the buildings in the 2005 unprecedental rains. The five dispensaries require full reconstruction. The Director of Animal Husbandry and Veterinary Services submitted proposal for sanction of an additional amount of Rs.36/- lakhs to reconstruct nine Veterinary Dispensaries and three Veterinary Hospitals, which were originally sanctioned. The Officer on Special Duty (Relief and Rehabilitation) and Project Director (ETRP & TEAP) placed the same before the Empowered Committee meeting held on 2.3.2006. The Empowered Committee approved the proposal.

4. The Government after careful consideration accept the decision of the Empowered Committee and accordingly sanction an additional amount of Rs.36 lakhs (Rupees thirty six lakhs only) for reconstruction of nine Veterinary Dispensaries and three Veterinary Hospitals as detailed in the Annexure to this order.

5. The expenditure sanctioned in paragraph 4 above shall be debited under the following Head of Account:-

"4403 Capital Outlay on Animal Husbandry - 00 - Capital Outlay on Animal Husbandry -101 Veterinary Services and Animal Health - II State Plan - QA Works under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank - Public Works Department (Buildings) -16 Major Works".

6.. The Chief Engineer (Buildings) PWD, Chennai is authorized to execute the works and to draw and disburse the expenditure sanctioned in paragraph 4 above as per the procurement procedures of World Bank and to send the Statement of Expenditure, Utilisation Certificate and the Progress Reports as laid down by World Bank in consultation with the Project Director (ETRP and TEAP). He shall also ensure that the works are executed after following all the procedures/safeguards in the environment and social management framework agreed in the World Bank. The quality of construction shall be ensured to be of disaster resistant standards as specified for the area of construction.

8. This order issues with the concurrence of Finance Department vide its U.O.No.24940/AH&F/2006, Dated 21.4.2006.
