ORDER:

Government in their order first read above have accorded administrative sanction for the implementation of Emergency Tsunami Reconstruction Project (ETRP) with World Bank Assistance at a cost of Rs. 1852.74 crore for housing reconstruction, restoration of livelihood, repair / reconstruction of public buildings, providing technical training and for implementation support of tsunami affected victims and buildings.

2. In the G.O. second read above, Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank Assistance under Emergency Tsunami Reconstruction Project (ETRP)sanctioned in G.O first read above.

3. The District Collector, Nagapattinam District based on the estimate prepared by the Executive Engineer, Urban Division, TWAD Board, Thanjavur has submitted proposals for construction of sewage treatment plant to the permanent shelters constructed at Akkaraipettai, Nagapattinam at an estimated cost of Rs. 126.00 lakhs with an annual maintenance cost of Rs. 4.00 lakhs, The Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 2.3.06 The Empowered Committee approved the proposal. However, the Committee restricted the cost to Rs.120.00 lakhs excluding the centage charge of Rs.6 lakhs and instructed to the TWAD Board that it should consider the utilization of treated water for non-potable purposes without letting into sea to the extent possible and the scheme should be linked up with the comprehensive Underground Drainage Scheme being proposed for Nagapattinam Municipality.

4. The Government after careful consideration accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.120.00 lakhs (Rupees One Crore and twenty lakhs only) for construction of sewerage treatment plant to permanent shelter, Akkaraipettai, Nagapattinam district by TWAD Board under ETRP with World Bank Assistance. This will not include the annual maintenance charges.

5. The Managing Director, TWAD Board is requested to execute the above work and hand over to the Municipality for further maintenance after initial maintenance period of one year. TWAD Board will take up the construction based on the procurement and other procedures laid down by the World Bank. The TWAD Board should also consider the utilisation of treated water for non-potable purpose without letting into sea to the extent possible and the Scheme should be linked up with the comprehensive Underground Drainage Scheme being proposed for Nagapattinam Municipality.

6. The expenditure sanctioned above shall be debited to the following new sub head of account:-

"4215 - Capital Outlay on Water Supply and Sanitation. 02 - Sewerage and Sanitation. 106 - Sewerage Services. RA - Works under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank - Tamil Nadu Water Supply and Drainage Board (TWAD). 09 - Grants-in-aid. 

02 - Grants for Capital Expenditure." (DPC 4215 02 106 RA 0920)

7. The expenditure sanctioned in paragraph 4 above is an item of "New Service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be met initially from Contingency Fund. The Secretary, Municipal Administration and Water Supply Department shall apply for the sanction of advance from Contingency Fund of Government, Finance (BG.I) Department in the prescribed format enclosing a copy of this order.

8. The Secretary, Municipal Administration and Water Supply Department is the estimating, reconciling and controlling authority for the above head of account. The Pay and Accounts Officer concerned is requested to open new head of account in this accounts.

9. The Section Officer (Bills), Municipal Administration and Water Supply Department, Chennai-600 009 is authorized to draw and disburse the amount sanctioned in paragraph 4 above to TWAD Board by means of necessary adjustment bill for adjusting in to the personal deposit account of TWAD Board following the procedure laid down in G.O.Ms.No.61, Municipal Administration and Water Supply Department, dated 16.5.2005.

10. The Managing Director, TWAD Board is requested to send the Statement of Expenditure, Utilization Certificate and Progress Report as laid down by the World Bank in consultation with Project Director, (ETRP/TEAP).

11. This order issues with concurrence of the Finance Department vide its U.O. Note No.24283/Finance (MAWS)/06-1, Dated 19..4.2006 in ASL No.35.
