---- ORDER: In the G.O. first read above, Government have issued orders according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with the Asian Development Bank Assistance for activities such as restoration of Livelihood of the tsunami affected poor, rehabilitation of tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation / upgrading of Rural infrastructure and capacity building and implementation assistance at a cost of Rs.629.63 Crores. 2. In the G.O. second read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the assistance of Asian Development Bank. 3. In the G.O. third read above, Projects Implementation Unit (PIU) headed by a Project Implementation Officer with supporting staff has been formed. 4. In the G.O. fourth read above, the Government have accorded sanction for the implementation of Roads and bridges component under TEAP assisted by Asian Development Bank at a cost of Rs.7706.16 lakhs in the rural Village Panchayat areas of Tsunami affected Coastal Districts. 5. The Project Implementation Officer Tsunami project Implementation Unit (TPIU) Rural Development Department, Chennai submitted proposal for sanction of Rs.56.43 lakhs for preparation of Estimate for works related to Roads and Bridges capacity building and implementation Assistance – Design, construction, supervision and technical support consultancy of the TEAP. 6. The Project Director (ETRP & TEAP) placed the same before the Empowered Committee meeting held on 02.03.06 The Empowered Committee has approved the above proposal. 7. The Government decided to accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.56.43 lakhs (Rupees fifty six lakhs and forty three thousand only) to Project Implementation Officer, Tsunami project Implementation Unit, Rural Development Department, Chennai, for the preparation of Estimates for Roads and Bridges component under TEAP Project of ADB. 8. The Expenditure sanctioned in paragraph 7 above shall be debited to the following Head of Account:-

The Project Implementation Officer, Tsunami Projects Implementation Unit, Rural Development Department, Chennai is authorized to draw and place the funds in a separate Bank Account to be opened for this purpose in a Nationalised Bank and disburse the amount sanctioned in paragraph 7 above as per the existing procedure and send the Statement of Expenditure, Utilization Certificate and the Progress Reports as laid down by the Asian Development Bank in consultation with the Project Director (ETRP & TEAP) and to incur expenditure under the head of account as specified in paragraph 8 above. 10. The Project Implementation Officer shall also obtain the Utilisation Certificate from the Districts/Implementing authorities and send it to Accountant General Under imtimation to Rural Development/Revenue Department. 11.
