Abstract

Natural Calamities - Northeast Monsoon 2004 - Onset of Northeast Monsoon 2004 on 18.10.2004 - heavy rainfall and damages caused - flood damages - Release of funds for Rs. 12,07,90,935/- from Calamity Relief Fund - Relief to the affected farmers in the districts - revised allotment - Orders Issued.

ORDER:

In the G.O. read above, orders were issued sanctioning a sum of Rs. 23,57,45,340/- to the flood affected small, marginal and large farmers in assured irrigation areas and rainfed areas as per the revised norms of Calamity Relief Fund. It was thus reported that an area of 1,26,626 hectares has been affected and 22,55,781 farmers has been affected.

2. The Special Commissioner and Commissioner of Revenue Administration in his letter second read above has reported that the reports received from the District Collectors on final enumeration reveal that the affected farmers have increased by 2,73,442 and consequently the relief amount as per the Calamity Relief Fund norms has increased to Rs.35,65,36,275/-. The Special Commissioner and Commissioner of Revenue Administration has therefore requested to sanction the additional amount required viz, 12,07,90,935/- for the crop loss sustained by the farmers during the North East Monsoon 2004. This was placed before the State Level Committee on Calamity Relief Fund Schemes held on 12.1.2005 and the committee has decided to approve the above proposal.

3. The Government after careful consideration accept the above proposal of the Special Commissioner and Commissioner of Revenue Administration/State Relief Commissioner as approved by the State Level Committee on Calamity Relief Fund Scheme and accordingly sanction a further sum of Rs. 12,07,90,935/- (Rupees Twelve crores seven lakhs ninety thousand nine hundred and thirty five only) as compensation to the farmers for the crop loss suffered due to the flood 2004.

4. The expenditure sanctioned in para 3 above shall be debited under "2245,Relief on account of Natural Calamities-80 General 800, Other Expenditure-I Non-Plan-AA. Assistance for undertaking immediate relief works in connection with flood/fire/drought -09 Grants in aid - 01 Grants for current expenditure (DPC 2245 80 800 AA 0910)".

5. Necessary additional funds will be provided in Final Modified Appropriation 2004-05. Pending provision of additional funds, the Pay and Accounts Officer (East) is directed to admit and honour the bill, if otherwise found to be in order.

6. The Special Commissioner and Commissioner of Revenue Administration is authorized to draw and disburse the amount sanctioned in para 3 above as per the existing procedure. The Special Commissioner and Commissioner of Revenue Administration is requested to send the utilization certificate to the Accountant General/Government. Balance amount, if any should be remitted to the Government account immediately.

7. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals for inclusion of this item of expenditure in Final Modified Appropriation of the 2004-05.

8. The amount sanctioned in para 3 above shall be brought to the notice of legislature by specific inclusion in Final Supplementary Estimates 2004-2005. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals in this regard to Finance Revenue Department without fail.

9. This order issues with the concurrence of the Finance Department vide its U.O.No. 4320/ Rev /2005 dated 17.1.2005 and additional sanction ledger No. 1393.
