ORDER In the G.O first read above , the Government have accorded administrative sanction for the implementation of the Tsunami Emergency Assistance project(TEAP) with the Asian Development Bank assistance for activities such as restoration of Livelihood of the tsunami affected poor, rehabilitation of tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, rehabilitation and upgrading of Rural infrastructure and capacity building and implementation assistance at a cost of Rs.629.63 Crores. 2. In the G.O. 2nd read above, the Government have accorded administrative sanction for the implementation of ETRP with World Bank Assistance at the cost of Rs.1852.72 Crores for housing reconstitution, restoration of livelihood, repairs under reconstruction of public buildings, providing technical assistance and training and Implementation support for tsunami affect victims. 3..In the G.O third read above the Government have constituted an Empowered Committee to clear the projects to be implemented with the assistance of Asian Development Bank. 4. As per the orders in the G.O. fourth read above Works costing Rs.30.00 lakhs are being sanctioned by the Executive Engineer (RD) and works costing more than Rs.30.00 lakhs are being sanctioned by the Superintending Engineer, Rural Development. Under Tsunami Projects, individual work or package to the value up to Rs.30.00 lakhs and certain other works costing more than Rs.30.00 lakhs are being taken up for execution. The authority to accord Technical sanction and Tender Acceptance for works costing above Rs.30.00 lakhs are to be specified. 5. In the G.O. fifth read above, Projects Implementation Unit(PIU) headed by a Project Implementation Officer with supporting staff has been formed. 6. The Project Implementation Officer, Rural Development Department, Chennai, has submitted proposal for delegation of powers to Engineering Specialist, Tsunami Project Implementation Unit, Rural Development Department. The Project Director (ETRP and TEAP) placed the same before the Empowered Committee on 2.3.06. The Empowered Committee has approved the above proposal with the modification that the Engineering Specialist of PIU can be given the power of technical sanction for works costing above Rs.30 lakhs, but the tender acceptance power shall be with Project Implementation Officer, Project Implementation Unit, Rural Development Department. 7. The Government after careful examination, accept the decision of the Empowered Committee and accordingly direct that the Engineering Specialist and Project Implementation Officer of Tsunami project Implementation Unit (TPIU) be delegated with the powers as detailed below in respect of works costing above Rs.30.00 lakhs taken up under the Externally Aided Projects.
