ORDER:-

Government in their order first read above, have accorded administrative sanction for the implementation of Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank assistance at a cost of Rs.629.63 crores for restoration of livelihood of the Tsunami affected poor, rehabilitation of Tsunami damaged roads and bridges, ports and harbours, restoration of water supply and sanitation, upgrading of Municipal and rural infrastructure, capacity building and implementation assistance.

2. In the G.O. second read above, Government have constituted an Empowered Committee to clear the projects to be implemented with the Asian Development Bank assistance sanctioned in the G.O. first read above.

3. In the G.O. third read above, Government have sanctioned a sum of Rs.950.30 lakhs (Rupees Nine crores fifty lakhs and thirty thousand only) for the execution of the 3 major components like, community structure, economic development and capacity building in the Tsunami affected Urban areas, in which a sum of Rs.130.00 lakhs was sanctioned as Revolving Fund to 650 Self Help Groups at the rate of Rs.20,000/- per Group.

4. The Commissioner of Municipal Administration has submitted a proposal seeking additional fund of Rs.201.50 lakhs for livelihood programme for Tsunami affected coastal areas of Urban Local Bodies in Tamil Nadu under TEAP with Assistance Development Bank assistance to Project Director (ETRP & TEAP) as additional revolving fund for 650 groups already earmarked and fresh revolving fund for 455 additional groups as detailed in Annexure-I. The Project Director (ETRP & TEAP) placed the same before the Empowered Committee meeting held on 02.03.2006. The Empowered Committee approved the proposals submitted by the Commissioner of Municipal Administration. The Commissioner of Municipal Administration also placed the guidelines for the implementation of the livelihood programme in the urban areas which were already approved by the Empowered Committee after detailed discussions.

5. The Government, after careful consideration accept the decision of the Empowered Committee and sanction a sum of Rs.201.50 lakhs (Rupees two crores one lakh and fifty thousand only) towards revolving fund for the groups as detailed below:

The Guidelines for implementation of the livelihood programme will be issued by Municipal Administration and Water Supply Department separately.

6. The expenditure sanctioned in paragraph 5 above shall be debited to the following head of account:-

7. Necessary funds will be provided in RE/FMA 2006-2007 and pending provisions of such funds in RE/FMA 2006-07, the Commissioner of Municipal Administration is authorised to draw and disburse the amount sanctioned in paragraph 5 above at the appropriate time.

8. This order issues with the concurrence of the Finance Department vide its U.O.Note No.25241/Finance(MA&WS)/06-1, dated 20.4.2006 with ASL No.37.
