ORDER: In the G.O first read above, Government have issued orders according administrative sanction for the implementation of the Tsunami Emergency Assistance Project (TEAP) with Asian Development Bank assistance at a cost of Rs.629.63 crores for activities such as restoration of livelihood of the tsunami affected poor, rehabilitation of tsunami damaged roads and bridges, Ports and Harbours, restoration of water supply and sanitation, upgrading of Municipal and rural infrastructure, capacity building and implementation assistance. 2. In the G.O. second read above, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in the G.O. first read above. 3. In the G.O. third read above, the Government have ordered the creation of Planning Co-ordination and Monitoring Cell in Tamil Nadu Slum Clearance Board to monitor the Tsunami related works. Accordingly the Planning Co-ordination and Monitoring Cell was established in the Tamil Nadu Slum Clearance Board with effect from January 2006. 4. The Managing Director, Tamil Nadu Slum Clearance Board has now submitted proposals to provide infrastructural facilities and to sanction certain additional staff at a total cost of Rs.18.62 lakhs for the Planning Co-ordination and Monitoring Cell in the Corporate Office, Chennai. The Officer on Special Duty (R & R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 2.3.2006. The Empowered Committee approved the proposal submitted by the Managing Director, Tamil Nadu Slum Clearance Board.
5. The Government after careful consideration accept the decision of the Empowered Committee and accordingly sanction a sum of Rs.14.00 lakhs (non-recurring) for providing infrastructure and also a sum of Rs.4.62 lakhs (recurring) for the additional staff for the Tsunami Planning Co-ordination and Monitoring Cell in Tamil Nadu Slum Clearance Board till 9.11.06 from the date of filling the posts as detailed below to be in consonance with the staff already sanctioned in the G.O. third read above:- 6. Necessary additional provision of Rs.10.77 lakhs over and above BE 2006-07 of Rs.7.85 lakhs will be provided in RE/FMA 2006-07. 7. The expenditure sanctioned in para 5 above shall be debited to:

The Special Commissioner and Commissioner of Treasuries and Accounts, Chennai, is authorised to draw the amount sanctioned in paragraph 5 above by means of Account Payee Cheque in favour of " Personal Deposit Account of Tamil Nadu Slum Clearance Board " by indicating the Account No. thereon and disburse the same to Tamil Nadu Slum Clearance Board. 10. The Managing Director, TNSCB, Chennai may be requested to send Statement of Expenditure, Utilisation Certificates, and the Progress Reports in Consultation with the Project Director (ETRP and TEAP) 11. This order is issued with the concurrence of Finance Department vide its U.O.No.23067/Hg./2006, dated 17.4.2006 and ASL No.24. (By Order of the Governor) S.
