ORDER:

In G.O. second read above, orders have been issued according administrative sanction for the implementation of the Emergency Tsunami Reconstruction Project with World Bank assistance at a cost of Rs.1852.74 Crores for Housing Reconstruction, Restoration of livelihood, repairs/ reconstruction of Public buildings, providing Technical assistance and Training and implementation of support for tsunami affected victims and buildings.

2) In G.O.No.418, Revenue, dated 20.7.05, the Government have constituted an Empowered Committee to clear the Projects to be implemented with the World Bank assistance sanctioned in G.O.Ms.No.384, Revenue, dated 1.7.05.

3) It has also been ordered in the G.O third read above that the specialists may be appointed on contract basis to assist the Project Director/ Project Management Unit and that the requirement of initial anticipated staff for the Project Management Unit and any additional requirement would be authorized by the Empowered Committee from time to time.

4) The Project Director (ETRP and TEAP) has accordingly placed the proposal for appointment of Special Assistant to the State Relief Commissioner in the Project Management Unit before the Empowered Committee meeting held on 02.03.2006.

6) The Government after careful consideration accept the decision of the Empowered Committee and accord sanction for appointment of Thiru A. Vargheese a retired Private Secretary in the cadre of Assistant Commissioner to the Special Commissioner and Commissioner of Revenue Administration on consolidated pay restricted to the last pay drawn minus the pension amount eligible plus Service Tax, if any (i.e. Rs.11,000/- p.m.) as Special Assistant to the State Relief Commissioner in the Project Management Unit for execution of the ETRP and TEAP for a period of one year from the date taking up the assignment :

7) The travelling expenses in connection with the post sanction in paragraph 6 above will be met from the overall expenditure of the management fund. In case of travel outside Chennai, he will be paid Travelling Allowance at the rate applicable to grade 'B' Officers of Tamil Nadu Government.

9) The expenditure towards payment of salary shall be met from the Project Management Fund sanctioned in G.O.Ms.No.580, Revenue(NC.IV.1) Department, Dated 19.10.2005. The Project Director ( ETRP and TEAP) is authorised to pay the salary and allowances to Thiru A. Vargheese, Special Assistant to the State Relief Commissioner in the Project Management Unit

10) This order issues with the concurrence of Finance Department vide its U.O.Note No.51/DS(PGR)/06, dated 6.4.2006.
