Abstract

Natural Calamities - Precautionary and relief measures in the event of cyclone and floods - Orders - Issued.

ORDER;

Government sanction the following standard pattern of relief during any natural calamity in future.

  1. (i) Distribution of 5 Kgs. of rice, free per family affected by a natural calamity.
  2. (ii) In addition to 5 Kgs. of rice, supply of one litre of kerosene free per family when affected by natural calamity and there is no likelihood of resumption of power supply for 72 hours and beyond.
  3. (iii) The discretion to order the distribution of the above is delegated to the Collectors of all Districts including Madras and the Sub-Collectors/Revenue Divisional Officers.
  4. (iv) Supply of one dhoti and one saree free per family.  If the Collector is not in a position to muster recognised voluntary organisations to attend to this and in extra-ordinary circumstances, he may address Government in the Industries Department with copy to the Revenue Department for supply of Dhoties and Sarees.
  5. (v) As regards distribution of cash grant, the orders issued in G.O.(Ms.)No.1340, Revenue, dated 6.6.78 should be followed.
  6. (vi) Regarding the storage of rice etc., the Collectors have to ensure prompt distribution of rice etc., at the scale mentioned in item (ii) above, for this an immediate free supply of 2 to 3 bags of rice (depending on the size of the affected village) should  be arranged for each affected village for free distribution by the Tahsildar/Independent Deputy Tahsildar by way of instant relief.  For this instant distribution they need not have to wait for instructions of the Revenue Divisional Officers/Collectors.

2)This order issues with the Concurrence of the Finance Department vide its U.O. Note 1878 / JS / F / 78, dated 13.10.1978.
