ORDER:-
The Tsunami that struck the Tamil Nadu coast on 26.12.2004 was unprecedented in its suddenness and ferocity. The calamity has caused unprecedented devastation in the coastal districts. The destruction was severe. Huts and pucca houses have been flattened, fishing boats have been smashed, buses and big tankers have been strewn around. Infrastructure facilities have also suffered extensive damage. The families living along the coastline have lost all their possessions.
2. It is estimated that about 1 lakh families have become homeless. In the G.O. cited above, temporary housing has been ordered to rehabilitate the affected families. This is to temporarily accommodate these affected families till such time the permanent rehabilitation plan is worked out. NGOs and others have also been involved in the providing temporary accommodation.
3. Many non-Government organisations, voluntary agencies, corporate houses, charities, public and private sector enterprises etc have been in contact with the State Government to participate for the permanent relocation and rehabilitation of people affected by this calamity. The Government has considered these requests from such agencies and has decided to setout the framework for partnering with the State Government for permanent relocation and rehabilitation of the affected persons.
4. The Government have also examined relevant criteria and the procedure to be followed for inviting such public-private partnership efforts on a large scale. Non-Government organisations, public and private sector companies, corporate houses and charitable institutions (both national and international etc) may be invited to send their request for participation in this effort to the respective district Collectors. The Government desires that when an NGO/Voluntary agency etc takes up such work in a habitation it should be comprehensive following certain standards. They may select a particular habitation/habitations with the plan for providing permanent housing, livelihood rehabilitation, community infrastructure such as roads, water supply, schools, health facilities, noon meal centre etc for the entire habitation chosen. A typical example is given in annexure I. They are free to choose a habitation of any suitable size accommodating at least 50 families. The pattern of involvement in different habitations with approximate cost is given in the annexure II. Voluntary organizations public sector enterprises, NGO's and corporate houses can choose any habitation or habitations with a minimum of 50 families based on their capacity. The agency bringing in the funds can associate with a facilitating and/or technical support organization with good credentials. The Collector will have the proposal verified and accept/reject the same. Small variations in cost per habitation can be approved by the Collector provided the rehabilitation plan is comprehensive. The decision of the Collector is final. Once such a proposal for a habitation(s) has been identified and accepted by the Collector, the proposal will be given to the concerned Village Panchayat for passing a resolution accepting the same.
5. With the resolution of the concerned village panchayat accepting the partnership with the concerned private sector partner and the components of the assistance, the participating agency may prepare a single project report giving in detail the rehabilitation package, cost estimates, engineering details etc., A committee at the district level comprising of the District Collector as the Chairman, the Project Officer, DRDA and the Executive Engineer of the Public Works Department (Buildings) will approve the project. The District Committee may also nominate a third party agency for quality audit. A model memorandum of understanding, type design of the houses, and eligibility guidelines for the agencies will be finalized separately by the Special Commissioner and Commissioner for Revenue Administration, Chepauk immediately. The participating agency will enter into an MOU with the Collector of the respective district before commencing the project.
6. Any project proposal to be eligible to be considered under this scheme has to be above Rs. 75 lakhs (for 50 families) and it should cover the various components of the project as indicated in the annexures. There could be local variations in costs and the Collector is empowered to accept proposals with small variation if the broad principles set out above are followed. Collectors are to report weekly to the C.R.A. the progress under this scheme.

Annexure-I
For a typical 50 families habitation, an approximate rehabilitation package cost may comprise of the following components.
(i) Land ¨ (1) : will be provided by Government.
(ii) Houses _ (2) : Rs. 25 lakhs
at Rs.50000 per house.
(iii) Common infrastructure consisting
of roads, water supply etc., l (3) : Rs. 25 lakhs
(iv) Livelihood rehabilitation v (4) : Rs. 25 lakhs

¨ 1. Government will provide the necessary house sites with area for common infrastructure like roads etc.,
_ 2. The design of the houses should be approved by Collectors. They should be earthquake resistant. They should also be capable of resisting cyclones. Drainage should also be focused upon. The plinth area, roofing and materials should be at the minimum as per IAY design but can be improved upon.
l 3. Infrastructure should include good roads preferably cement roads with side drains with RWH facility, good water supply, sanitation, schools, noon meal centers, solid waste disposal facilities, street lights etc.,
v 4. As these are mostly fishermen the effort should be to restore/replace boats and nets. Also other inputs which will enable improvement of family income should be included. Marketing of fish and fish products can also be focused upon. Value addition should be the emphasis leading to better incomes.
