ABSTRACT

ORDER:-

The Tsunami (giant tidal wave) that struck the Tamil Nadu coast on 26.12.2004 was unprecedented in its suddenness and ferocity. The Government has announced distribution of a series of packages to the affected families of the Coastal districts. Relief and Rehabilitation measures are being taken up on a war footing.

2. After considering the plight of the affected families, the Government has decided that a trunk box be supplied to each of the families to keep their belongings in safe custody. Moreover to enable them to start their day to day activity of cooking food, the Government has decided to supply one kerosene stove and one ever silver vessel (Kudam) to store drinking water. This Relief package shall be granted to each of the 1.5 lakhs affected families who have lost houses at an approximate cost of Rs. 600/- per family. The District Collector shall start the process of distribution on 14th January 2005, the Pongal festival day. This distribution shall be completed with in a scheduled time table based on the supply of these items. The Scheduled shall be fixed by the State Relief Commissioner/Special Commissioner and Commissioner of Revenue Administration.

3. The Small Industries Department shall arrange to procure these items through Tamil Nadu Small Industries Development Corporation Limited (SIDCO) and the National Small Industries Corporation Limited (NSIC) and supply the same to the District Collectors of the affected districts in consultation with the State Commissioner for Relief/Special Commissioner and Commissioner of Revenue Administration.

4. In view of the time constraint, all procurement for this scheme will be treated as emergency procurement under section 16(a) of Transparency in Tenders Act, 1998.

5. The Government accordingly sanction a sum of Rs. 9 crores (Rupees Nine crores only) for the supply of Trunk Box, Kerosene stove and stainless steel (eversilver) Vessel ( kudam) to each of the affected families of the Tsunami as set out in para 2 above.

6. The amount sanctioned in para 5 above shall be debited to the following s head of account:-

"2245-Relief on account of Natural Calamities-80-General-800-Other Expenditure-I-Non-Plan-AB. Assistance for undertaking immediate relief works in connection with Tsunami-09 Grants-in-aid-1. Grants for current expenditure". (D.P. Code 2245 80 800 AB 0918)

7. Necessary, funds will be provided in FMA 2004-2005. Pending provision of funds in FMA 2004-2005 the Special Commissioner and Commissioner of Revenue Administration is authorized to draw the amount. The Special Commissioner and Commissioner of Revenue Administration is authorised to draw and disburse the amount sanctioned in para 5 above as per the usual procedure to the respective District Collectors. The District Collectors are requested to provide the relief package as indicated above to all the affected families. The Special Commissioner and Commissioner of Revenue Administration is requested to send the utilisation certificate to the Accountant General/Government.

8. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals for inclusion in FMA of the 2004-2005.

9. The expenditure sanctioned in para 5 above shall be brought to the notice of legislature by specific inclusion in Final Supplementary Estimates 2004-2005. The Special Commissioner and Commissioner of Revenue Administration is requested to send necessary proposals in this regard to Finance (Revenue) Department, without fail.

10. This order issues with the concurrence of the Finance Department vide its U.O.No.33091 Fin (Rev) 2005 dated 12.1.2005 and additional sanction ledger No.1384.
