NATURAL CALAMITIES - Floods in December 1996 - Damages to Vallams and Catamarams - Sanction of Relief - Norms - Approved.

ORDER:

Due to vigorous North East Monsoon in Tamil Nadu, there was continuous heavy rain and floods in December 1996.  This has caused heavy damages to Vallams and Catamarams.

2)The Commissioner of Fisheries has reported that during 1992 and 1994, flood relief was sanctioned for fully/partially damaged vallams by way of giving subsidy for purchase of boats/repairs and to assist the affected fishermen to provide 50% of the actual repair cost as subsidy subject to the ceiling as indicated below:-

3)The Commissioner of Fisheries has recommended that for the flood in December 1996 also the above norms may be adopted and the subsidy portion be restricted to the ceiling fixed above and to the extent of the number of logs in a Catamaram.  She has also stated that the assessment of damages would be done on a case by case basis and that 50% subsidy of actual value would be given.

  1. 4)      The Principal Commissioner and Comissioner of Revenue Administration has requested the Government to accord approval for the norms of subsidy suggested by the Commissioner of Fisheries.
  2. 5)      In G.O.(Ms)No.29, Revenue, dated 10.1.97 the Government have sanctioned Rs.32 lakhs to the Fisheries Department.  The Principal Commissioner and Commissioner of Revenue Administration has reported that in anticipation of the orders of Government, he has issued proceedings sanctioning the relief amount to the Commissioner of Fisheries based on the norms already recommended to Government.
  3. 6)      In the circumstances, the Government approve the norms suggested by the Commissioner of Fisheries and Principal Commissioner and Commissioner of Revenue Administration as given below:

The Government also ratify the action of the Principal Commissioner and Commissioner of Revenue Administration in having sanctioned the relief amount for the damages to Catamarams and Vallams in anticipation of the approval of norms by Government.

7) This order issues with the concurrence of Finance Department vide its U.O.No.391/FS/P/97, dated 28.1.97.
