Agenda for Empowered Committee meeting, dated 28/12/2005 OSD (RR) D.O. TRR3/ 98934/2005 dated 04.01.06 ORDER: In the G. O first read above, the Government have announced the Housing Reconstruction policy to implement the housing reconstruction programme for the Tsunami affected families. Necessary guidelines have also been issued with regard to the programme. 2. In the G.O. second read above, the Government have accorded the administrative sanction for the Implementation of ETRP with World Bank assistance at a cost of Rs.1852.72 Crores for Housing Reconstruction, Restoration of livelihood, repairs and reconstruction of Public Buildings, Providing Technical Assistance and Training and Implementation Support for Tsunami affected victims. The World Bank has allowed a sum of Rs.1551.396 Crores for Housing Reconstruction. 3. In the G.O. third read above, the Government have constituted an Empowered Committee to clear the projects to be implemented with the World Bank assistance sanctioned in the G.O. second read above. 4. The Project Implementation Officer, Tsunami Project Implementation Unit, (TPIU) Rural Development Department has submitted proposal for sanction of funds to the tune of Rs1740.00 Lakhs for the purpose of providing basic amenities in the new habitations where permanent houses are being constructed in Thoothukudi, Villupuram and Kanniyakumari Districts. The Project Director (ETRP and TEAP) has placed the above proposal before the Empowered Committee meeting held on 28.12.05. and it was approved by the Empowered Committee with certain observations. The Government after careful consideration, accept the decision of Empowered Committee and accord administrative sanction for a sum of Rs.1400.47 Lakhs (Rupees One Thousand four hundred lakhs and forty seven thousand only) towards providing the basic amenities in the new habitations where permanent houses are being constructed in Thoothukdi, Villupuram and Kanniyakumari districts as noted below:- (i) Thoothukudi District
* EB connection should be obtained in the name of the beneficiaries only. (ii) Villupuram District
* EB connection should be obtained in the name of the beneficiaries only (iii) Kannyakumari
Grand Total Rs.1400.47 Lakhs. The expenditure sanctioned in para 5 above shall be debited to the following head of account:- 4216.Capital outlay on Housing - 03. Rural Housing - 800. other Expenditure- II State Plan - QA. Works under Emergency Tsunami Reconstruction Project (ETRP) with assistance from World Bank - Rural Development Department- Housing. 7. The Project Implementation Officer, Project Implementation Unit, Rural Development Department, Chennai is requested to complete the works within the time limit prescribed by World Bank. The works shall be executed by following the Procurement and other procedures laid down by the funding agency, viz. World Bank in consultation with the Project Director. The Project Implementation Officer is also requested to ensure that the District Implementation Unit is obtaining all statutory and environmental clearances applicable for such project and ensure compliance with all the Environmental and Social Assessment Safeguards laid down by the funding agency. The Project Implementation Officer is further requested to ensure the quality of work, as per the standards specified by issuing detailed instructions to the field officers. He is also requested to closely monitor and take follow up action with regard to the quality and timely completion of the works as per the standards. 8. The Project Implementation Officer is requested to send the Statements of Expenditure, Utilization Certificate and the Progress Reports as laid down by World Bank under intimation to Government in Rural Development Department and to the Project Director (ETRP & TEAP). He shall obtain Utilisation Certificate from the District Implementation Units after completion of the works and send it to Accountant General and Government for record. 9. The Non-conventional Energy Services must be done in co-ordination with TEDA. 10. This order issues with the concurrence of Finance Department vide its U.O No.11348/RD/06, Dated 1.3.06.
