ORDER
Hon'ble Minister of Local Administration made an announcement on the Floor of the Tamil Nadu Assembly on 17.4.2002 for the year 2002-2003 that 6309 Panchayat Union Tanks / Village Tanks will be taken up for renovation during the year 2002-2003 at the cost of Rs.63 crores and at the rate of one tank per village panchayat.
2. The Director of Rural Development has sent proposal together with the draft guidelines to Government for renovation of Panchayat Union Tanks / Village Tanks under Sampoorna Gramin Rojgar Yojana and sought the orders of the Government for taking up the works of renovation and for approval of the draft guidelines. It has been proposed to renovate 6309 Panchayat Union Tanks / Village Tanks during the year 2002-2003 at a cost of Rs.63 crores and at the rate of one Tank per Village Panchayat under Sampoorna Gramin Rojgar Yojana scheme. The Director of Rural Development has stated that unit cost will be Rs.1.00 lakh on an average. In the case of tanks having larger ayacut and catchment areas, the estimate can be proportionately increased.
3. The proposal of the Director of Rural Development for renovation of the 6309 Panchayat Union Tanks / Village Tanks under Sampoorna Gramin Rojgar Yojana was examined by the Government. The Government decide to permit the Director of Rural Development to take up the works of renovation of 6309 Panchayat Union Tanks /

Village Tanks for the year 2002-2003 at a cost of Rs.63 crores and at the rate of one tank per Village Panchayat under Sampoorna Gramin Rojgar Yojana. and to incur an expenditure not exceeding Rs. 1 lakh (Rupees one lakh only) for renovation of one tank and in case of tanks having larger ayacut and catchment areas the estimate can be proportionately increased. The Government also approve the guidelines for the renovation of Panchayat Union Tanks / Village Tanks annexed to this order. The District Collectors and the Project Officers should ensure that the guidelines issued by the Government of India under Sampoorna Gramin Rojgar Yojana are strictly adhered to in the implementation of the project of renovation of the Panchayat Union Tanks / Village Tanks.
4. This order issues with the concurrence of Planning and Development Department, and Finance Department vide their U.O.No.97/S/02 dated 31.5.2002 and 190/FS/P/2002 dated 6.6.2002 respectively.

RENOVATION OF MINOR IRRIGATION TANKS GUIDELINES
1.0 COLLECTION OF DATA ON MINOR IRRIGATION TANKS:1.1 List of Minor Irrigation Tanks should be prepared with following particulars duly verifying the basic records available with Panchayat Unions, Village Panchayats and Village Administrative Officers office.i. Minor Irrigation (MI) Tank Survey Field (SF) No, area etc., ii. Filed Measurement Book (FMB) Sketches iii. Village map area covering the ayacut, iv. Capacity, Ayacut area, water spread area of the MI tank, v. Full Tank Level (FTL), Maximum Water Level (MWL) and Tank Bund Level (TBL) of the MI Tank, vi. Sluices, sill level and their individual ayacut, vii. Renovation work done and the date of previous renovation and cost. 1.2 Each tank should be inspected and whether the tank has to be renovated or not has to be decided.1.3 The tank ayacut area both direct and indirect should be worked out. Based on the total extent of ayacut area, a list of MI tanks may be prepared at each panchayat union level. The tank having larger ayacut area (inclusive of direct and indirect) should be taken up for renovation at the first instance . In panchayats where there are no MI Tanks works relating to ooranies, village ponds shall be taken up.1.4 The work should involve various components of the tank requiring renovation such as clearing, desilting of the inlet and outlet channels, desilting of tank beds and strengthening of bunds. Piecemeal execution should be avoided.1.5 The Collectors should call for the break up of the estimated cost for each of these major components and analyse whether the provisions made are reasonable. The model proforma of the abstract that must compulsorily accompany the proposals submitted to the Collectors for administrative sanction is enclosed.1.6 Preference may be given to dark/grey panchayats/blocks, if any, in the districts while taking up works.1.7 Preference may be given to the Tanks exist nearby the Habitations. 1.8 Institute of Remote sensing, Anna University has identified 6200 recharging points for desilting of ponds and about 5000 for recharge pits. Priority should be given to the recharging points identified by the IRS, Anna University. 2.0 PREPARATION OF ESTIMATE:2.1 DESILTING:2.1.1 Grid of 10m x 10m should be marked on the FMB sketch (with suitable scale)2.1.2 Same grid of 10m x 10 m should be marked on the bed of the tank upto TBL level2.1.3 Grid level should be taken using levelling instrument and the reduced level of the grid should be marked in the FMB sketch. Grid and contour line should be marked for every 0.30 m interval.2.1.4 This Minor irrigation tank sketch and contour line should be traced on a graph sheet.2.1.5 Calculation of present capacity of the tank:a) Water spread area should be calculated as per the graph (by counting squares)b) Average Depth of Water stored can be calculated as follows:Full Tank Level deepest Bed level 2 c) Capacity of the tank = Water spread area x Average Depth of storage.d) Quantity of silt deposited = Original capacity present capacitye) To restore the original capacity of the Minor Irrigation tank, the silt deposited should be removed from the water spread area.
2.2 RENOVATION OF TANK BUND:2.2.1. Longitudinal and cross section of the existing bund should be measured, through out the bund (cross section at 10m interval)2.2.2. In a graph sheet, the existing bund position can be marked2.2.3. On the same graph sheet map, original shape of the bund can be imposed by plotting TBL and outer slope (2:1), and inner slope (1 ½ :1)2.2.4. From the graph, area in between the existing bund and original bund shape can be calculated (by counting the squares)2.2.5. Average area in between two consecutive cross sections should be calculated§ For example : @ Longitudinal Section (L/s), 10M area of Cross Section (C/s) = 10.00 sq.m @ L/s 20 M area of C/s = 12.00 sqm.
§ Average area of C/s = 10.00 + 12.00 = 11.00 Sq.m.2 2.2.6. Quantum of earth work can be calculated by multiplying average area of C/s x Distance between two consecutive C/s2.2.7. By adding the total quantity, quantum of earth required to bring the bund to the original shapes can be calculated.
2.3 DESILTING OF SUPPLY CHANNEL (VARATHUVARI):2.3.1 Longitudinal section and cross section of the existing supply channel, should be measured using levelling instrument @ 20m c/s (or) wherever necessary2.3.2 L/s & C/s should be plotted in a graph and existing channel c/s should be marked.2.3.3 The area of earth work excavation should be calculated from the graph (by counting squares).2.3.4 Average area can be arrived for the two consecutive cross sections.2.3.5 Quantum of earthwork can be arrived as = Average Area x length in between two C/s Cumulative quantity can be calculated.
2.4 REPAIRING OF SLUICE/SURPLUS WEIR:2.4.1 Actual damage should be ascertained. If damage is more, a photocopy can be enclosed to substantiates the quantum of damage.2.4.2 A detailed estimate should be prepared as per current PWD schedule for the required repair work
2.5 SCRUB JUNGLE/LIGHT JUNGLE CLEARANCEIf necessary, scrub jungle / light jungle clearance may be included in the estimate by measuring the actual area of jungle coverage in the bed or in the bund. Based on the item 2.1 to 2.5, Estimate can be prepared based on the current PWD schedule of rate. 3.0 EXECUTION: 3.1 DESILTING AND EARTH WORK : 3.1.1 By engaging labour, silt can be excavated and disposed off safely mostly in farmers field. In no case, it should be deposited on the bund. From the water spread area silt should be excavated in pits of sizes in multiples of metres for length and breadth and depth. The size of each pit may be uniform size of 10m x 10m x 1 m.3.1.2 Thandoos and muttus should be left for each pit for verification of depth and should be removed after check measurement.3.1.3 Silt and earth should be removed only from the waterspread area.3.1.4 Silt cleared should be heaped out of waterspread area and can be removed by the ryots at their own cost for applying in their field.3.1.5 Union wise Administrative sanction for the project may be obtained.3.1.6 Administrative sanction should be given only after the technical sanction of the detailed estimate for individual works.3.1.7 Collectors are requested to ensure that pre-measurements of the proposed structures are recorded before commencing the works. Pre-measurements shall be done jointly by the concerned Union Engineers/Assistant Engineers & Block Development Officers /Addl.Block Development Officers. 10% of the recorded pre-measurements in each block shall be super checked by Executive Engineer (Rural Development) and Project Officer, DRDA independently.3.1.8 If necessary, jungle may be cleared, after taking pre-measurement. If the jungle cleared should be auctioned or handed over to the respective panchayat. If the jungle cleared has no monetary value, a certificate to that effect should be recorded by the measuring officer.3.1.9 The earth work shall be done in tandardized pits of 10m x 10m x 1 m. This condition should be stipulated in the proceedings and administrative sanction.
3.2 STRENGTHENING OF THE BUND: 3.2.1 After clearing the jungle/ bushes, benching should be done of size 1 m width and 0.30 m depth, through out the length of bund where soil deposition is necessary 3.2.2 Thundoos and muttoos should be compulsorily left for each pit for verification of depth. 3.2.3 Earth should not be removed nearer to the toe of the bund and a gap of 5 times the maximum height of the tank bund or minimum 10m from the front toe of the bund to be maintained 3.2.4 Consolidation of earth should be done as per standard specification. Hand rollers should be used at every stage. 3.2.5 The earthwork done should be below the top soil (i.e. silt and loose soil) and only hard earth should be deposited on the bund.
3.3 DESILTING OF INFLOW CHANNEL: 3.3.1 The silt should be excavated and the inflow channel should be brought to required size. 3.3.2 Thundoos and muttoos should be left @ every 20m L/s for taking average depth of cut. 3.3.3 Thundoos and muttoos may be removed after check measurement.
3.4 REPAIRING OF SLUICE/WEIR 3.4.1. Care must be taken and on any account the FTL/sluice sill level should not be altered.
4.0 RECORDING OF MEASUREMENTS: 4.1 Pre-measurement and measurements shall be recorded whereever one set of work is over. For further work (i.e.second deepening ) , separate measurement may be recorded and got check measured. 4.2 Photos shall be taken before, during and after execution of the works with the same visual bench mark identified at the work spot and these photos shall form part of the related files of both the District Rural Development Agencies as well as Panchayat Unions concerned. 4.3 Periodical and surprise inspection, checking of measurements, quantity and quality of materials. No. of labourers employed daily in Roll have to be ensured. 4.4 Before final payment to the work, the higher officer has necessarily to inspect the tank and he has to certify the work executed as per the proposals in the estimate. 4.5 If deviations are done as per the unforeseen circumstances, it should be thoroughly checked technically and be approved. 4.6 A completion report is to be prepared in the usual format within one month from the date of last payment in the work and should be approved by the competent authority. 4.7 An information about the details of renovation of works carried out in the tank along with the expenditure incurred is to be sent to the concerned section of the union in which a register is maintained for the purpose. 4.8 No contractors shall be engaged for executing the works. Likewise no machineries shall be engaged. 4.9 The local body shall select the work by passing necessary resolution. Proposals sent without resolution or without the technically sanctioned estimates or proposals sent only with the approval of chairperson of the local body should be summarily rejected. All the members of the local body should sign the minutes of the meeting in which the works were selected. 4.10 As soon as the works are identified by the respective local bodies the estimates for the same shall be prepared and technically sanctioned. The technically sanctioned estimates along with the resolution of the respective local bodies shall be forwarded to the Project Officer, District Rural Development Agency. On receipt of the combined proposal, the Project Officer shall arrange to accord Administrative sanction by the Collector. 4.11 No work shall be taken up in urban areas 4.12 The Collectors shall ensure that the administrative sanction is accorded independently for each local body and arrange for the preparation of a consolidated action plan at the district level. 4.13 The work should be executed only by involving the local rural poor. 4.14 The estimates for each work shall clearly indicate the portion of food grains to be issued to the labourers along with the total number of mandays to be generated from out of the particular work. 4.15 The Collectors are requested to make necessary arrangements so that the workers draw their foodgrains from the nearest PDS shop once in a week by producing coupons printed for this purpose. 4.16 Payment of advance is strictly banned. If any advance is given, the same shall be recovered fully from the officials who make the unauthorized advance and not from the person who receive the advance. 4.17 Any unauthorized deduction from the bill is strictly banned 4.18 No technical assistant or other person shall be appointed on NMR basis from out of the scheme funds 4.19 Only serially numbered, official M Books issued by the Block Development Officers should be used 4.20 Unit cost shall be maintained at Rs.1.00 lakhs on an average. The estimate cost of Rs.1.00 lakh as found in model estimate is only indicative. In the case of tanks having larger ayacut area and catchment area the estimate can be proportionately increased. 4.21 This work may be taken up under SGRY and the guidelines of the Government of India under SGRY Scheme should be strictly adhered to while taking up these works. 4.22 Karuvel planting can be taken up in Panchayat tanks upto the extent possible in the Tank beds ensuring Silvicultural requirements of the species without affecting the Water-bed areas.(G.O.Ms.No.98, Environment and Forest (FR.IV) Dept, dated 6.5.2002) 5.0 GENERAL5.1.1 Necessary sign board/ peoples estimates shall be displayed in each workspot as already instructed. 5.1.2 The District Collectors shall periodically inspect and monitor the execution of work and ensure that the works are executed as per the guidelines. PUDUR Eri has the ayacut area of 20.00 : 0 HEC. The length of the bund is 500 Mts. and has one No.of sluices. The catchment area of the tank is 75 Acres. The tank is silted up and its original capacity is reduced considerably.
WORKS PROPOSED:
The following works were proposed 1. Desilting of inflow channel2. Desilting is proposed in the water spread area3. The size and shape of the bund and its top level is to be restored by doing earthwork to strengthen the tank bund4. Repairing sluice, surplus weir5. Cleaning encroachments from Supply Channel, waterspread area of M.I.tank etc.,6. All the above works are proposed to standardise the M.I.Tanks. Local landless labourers are engaged to execute the works and the cost of estimate is Rs
