ORDER:

In G.O.MS.No.286, RD (P1) Dated 4.12.2001 orders were issued for sanctioning provision of funds for construction of 6309 Integrated Sanitary Complexes for Women at the rate of Rs.2.00 lakhs per complex in 6309 village Panchayats during the year 2001-02 and also to obtain loan assistance for a sum of Rs.9555.00 lakhs from HUDCO and Rs. 30.63 crores from State fund.

2. In the G.O.second read above, the Government have sanctioned a sum of Rs.25,00,00,000/-(Rupees twenty five crores only) as first release towards the implementation of Total Sanitation Campaign for women for the year 2001-2002 in continuation of the orders issued in the G.O. first read above.

3. In his letter 3rd read above, the Director of Rural Development has reported that, out of 6309 complexes, 2057 complexes were taken up under Member of Legislative Assembly Constituency Development Scheme and 4252 complexes were taken up for construction under Integrated Sanitary Complex for Women. He has also reported that all the 6309 complexes have been taken up for construction and 4079 complexes are completed. The Collectors have reported that so far the total value of works done under the scheme is for Rs.117.39 crores. Hence the Director of Rural Development has requested the Government to release a sum of Rs.60.04 crores including the fourth installment of loan assistance due from HUDCO for the early completion of complexes already taken up under the Scheme.

4. The Government have examined the proposal of the Director of Rural Development decided to sanction a sum of Rs.60.04 crores (Rupees sixty crores and four thousand only) in four installments as detailed below:

2002 November - Rs.15 Crores

2002 December - Rs.15 Crores

2003 January - Rs.15 Crores

2003 February - Rs.15.04 Crores

towards the implementation of Integrated Sanitary Complex for Women for the year 2002-2003 in continuation of the orders issued in the G.O. 1st read above.

5. The Government now sanctioned a sum of Rs.15,00,00,000/-(Rupees fifteen crores only) as 2nd release for the month November 2002 towards implementation of Total Sanitation Campaign for women for the year 2002-2003 in continuation of the orders issued in the G.O. first and second read above.

6. The expenditure sanctioned in para 5 above shall be debited under the following Head of Account.

"2515. 00 Other Rural Development Programmes -101. Panchayati Raj - Schemes in the Tenth Five Year Plan - II State Plan - JJ - Rural Sanitary Complex for Women - 09, Grants-in-aid-02- Grants for capital expenditure - (DPC 2515-00-101-JJ- 0923)".

7. The Director of Rural Development is also authorised to draw and distribute the amount sanctioned in para 5 above to the District Collectors.

8. This order issues with the concurrence of Finance Department vide its U.O.No. 354/DS(B)/02-1, dated 14.11.2002.
