ORDER:

In the G.O. first read above a Programme Steering Committee (PSC) was constituted to guide and monitor the implementation of Post Tsunami sustainable Livelihood Programme assisted by International Fund for Agricultural Development. In the Government Order second read above the Tamil Nadu Corporation for Development of Women (TNCDW) has been designated as Lead Programme Agency instead of Tamil Nadu Welfare Society for Self Help Groups. In view of this change, it is necessary to reconstitute the Programme Steering Committee.

2. The Managing Director, Tamil Nadu Corporation for Development of Women in his letter 3^rd read above has sent a proposal for reconstitution of a Programme Steering Committee. He has stated that as per the Programme Loan Agreement (Loan No. 662-IN) of the Post Tsunami Sustainable Livelihood Programme, the State shall establish a Programme Steering Committee under the Chairmanship of the Secretary, Rural Development & Panchayat Raj Department. It is also mentioned that the Programme Steering Committee shall consist of a representative from the State Department of Finance, one representative from State Relief Commissioner’s Office, one representative from Animal Husbandry and Fisheries Department, one representative from the Department of Social Welfare and the Collectors of the Programme Districts.

3. The Managing Director has stated further that since the Tamil Nadu Corporation for Development of Women has been brought under Rural Development & Panchayat Raj Department from Social Welfare Department there is no requirement for a separate representative from Social Welfare Department. It is necessary to include the Managing Director, Tamil Nadu Adi Dravidar Housing and Development Corporation Limited in the Programme Steering Committee because of the focus in the programme for Scheduled Castes and Scheduled Tribes from coastal areas. Further Tamil Nadu Adi Dravidar Housing and Development Corporation Limited (TAHDCO) implements various development schemes for SC / ST. Moreover Post Tsunami Sustainable Livelihood Programme is going to be implemented in 6 districts and including all six Collectors in the Programme Steering Committee will make it a very unwieldy and therefore suggested to nominate Collector of 2 Districts only.

4. The Government after careful examination have decided to accept the proposal of Managing Director, Tamil Nadu Corporation for Development of Women Limited with some modifications and accordingly, reconstitute the Programme Steering Committee with the following:-

1. Overall guidance / direction to the Programme.

2. Considering and approving Annual Work Plan and Budget (AWPB) for the Programme and ensuring adequate budgetary provision.

3. Co-ordination of activities of the different Line Departments connected with the programme and if needed issue of guidelines.

4. Review of the progress of the programme

5. Providing a forum for dialogue between State Level Policy makers and field level implementing agencies.

6. Such other task as may be required for implementation of the Programme.
