Letter No.646/TNCDW-F1/2000, Dated 12.4.2007. ***** ORDER: The Hon'ble Minister (Rural Development & Local Administration) has announced on the floor of the House that, in order to strengthen the unity and team spirit among SHG members and bring out their hidden talents, competition will be conducted at block and district levels, on Samathuva Pongal day, among Panchayat Level Federations and prizes and awards will be distributed to them at a cost of Rs.1.60 crores. 2. The Managing Director, Tamil Nadu Corporation for Development of Women Ltd., submitted a proposal to the Government, in his D.O. letter read above, stating that the Tamil Nadu Corporation for Development of Women Limited, is implementing Mahalir Thittam in which Women Self Help Groups are formed, trained and motivated to start income generating activities. This successful scheme has led to substantial socio-economic empowerment of women. Under Mahalir Thittam, a federation of SHGs is formed at the Village Panchayat Level called the Panchayat Level Federation (PLF) comprising two representatives from each SHG in the Panchayat. The PLF provides a common platform for the SHGs to share their experiences and to voice their problems. The PLFs can help achieve what individual SHGs cannot, by pooling in talent and resources and exploiting economies of scale both in production and marketing. They can also guide and monitor the functioning of SHGs in a village Panchayat and also form and train new SHGs. Strengthening PLF is the key to achieve sustainability in the long run. In the year 2006-2007, various initiatives were taken by the Government to revitalize and strengthen the PLFs such as providing seed money, announcement of Manimegalai awards, systematic training to PLF office bearers, inclusion of PLF representative in credit rating committee among others. In order to strengthen the unity and team spirit among SHG members and bring out their hidden talents, the Honourable Minister for Rural Development and Local Administration, has announced on the floor of the Legislative Assembly on 12.04.07 that competitions will be conducted at block and district levels among PLFs.Further the Managing Director, Tamil Nadu Corporation for Development of Women Ltd., proposed the following for the consideration of the Government. a) In the year 2007-08, competitions will be conducted first at Block level in November & December and then at district level in all districts on Samathuva Pongal day among Panchayat level federation members. b) The competitions will be held first at the Block level and each PLF will be represented by a team. The winning team will participate in the District level competition. The competitions will be held for a day. c) Competitions will be in 4 events to be chosen from among debates, oratory, singing, group singing, group dancing, kolam, etc. d) The competitions will be designed around socially relevant topics. e) Prize money and certificates will be given to the winning teams. The Block level winners in each event will be given prize money of Rs.1000. At the District level, 3 prizes will be given for each event as follows; 1st Prize : Rs.5000/- 2nd Prize : Rs.3000/- 3rd Prize : Rs.2000/- f) The competitions will be organized by utilising the services of womens’ colleges, polytechnics, ITIs and girls’ schools which are willing and have adequate infrastructure. District Level Competitions
So he has requested the Government , to sanction a sum of Rs. 1.60 crores under the new sub head for organising competitions among SHGs for the financial year 2007-2008. He has requested that the Director of Rural Development and Panchayat Raj may be authorised to draw and disburse the said amount to Tamil Nadu Corporation for Development of Women Ltd., by means of cheque. The Managing Director, Tamil Nadu Corporation for Development of Women Ltd., has stated further that the Secretary, Rural Development & Panchayat Raj Department in consultation with Managing Director, Tamil Nadu Corporation for Development of Women Ltd., may amend the guidelines of the scheme based on operational requirements. 3. The Government after detailed examination, accept the proposal of the Managing Director, Tamil Nadu Corporation for Development of Women Ltd., and accordingly accord their sanction for an amount of Rs.1.60 crores (Rupees one crore and sixty lakhs only) for organizing competition at Block and District levels among PLFs., for distribution of cash prizes and certificates for winning PLFs., for the year 2007-08. 4. The expenditure sanctioned in para 3 above shall be debited to the following new head of account: 2235 – Social Security and Welfare -02- Social Welfare 103 – Women’s Welfare Schemes in the Eleventh Five Year Plan – II State Plan – LV - organizing competitions among Self Help Groups – 09 – Grants in aid 03. Grants for specific schemes (DPC 2235 – 02 – 103 – LV – 0939) 5. The Director of Rural Development and Panchayat Raj will be Estimating, Reconciling and Controlling Authority of the above new sub-head of account. The Pay and Accounts Officer/Treasury Officers are requested to open the above new sub head of account in their accounts. 6. The expenditure sanctioned in para 3 above constitute an item of "New Service". The approval of the Legislature will be obtained in due course pending approval of the Legislature the expenditure may initially be met from an advance drawn from the contingency fund. Order regarding this will be issued separately in Finance (BGI) Department. The Director of Rural Development and Panchayat Raj is requested to apply for sanctioning contingency Fund in the prescribed proforma along with the copy of this order to Government in Finance (BGI) Department and send necessary note for Supplementary Estimate for inclusion of this expenditure in the First Supplementary Estimates for 2007-2008 without fail. 7. The Director of Rural Development & Panchayat Raj is authorized to draw the amount and disburse the same to Tamil Nadu Corporation for Development of Women Ltd., by means of cheque. 8. The Managing Director, Tamil Nadu Corporation for Development of Women Ltd., shall adhere to the procedure for implementation of the scheme as proposed above by him. The Secretary to Government, Rural Development & Panchayat Raj Department, is authorized to amend the guidelines of the scheme based on the operational requirement, in consultation with the Managing Director, Tamil Nadu Corporation for Development of Women Ltd., 9. This order issues with the concurrence of Finance Department vide its U.O. No.36064/Finance (RD)/07, Dated 12.6.2007and Additional Sanction Ledger No.274, (Two hundred and Seventy Four).
