Ms. No.29, Rural Development Department, dated 9.3.2005. ***** ORDER: In the order first read above, orders sanctioning the implementation of the scheme, "upgradation of kutcha houses for Rural Poor" were issued. The GO provides for implementation of the scheme on lines indicated in para 3 of the said GO. 2. In the Budget Speech for 2005-06, it was announced that thatched and kutcha houses will be upgraded to provide better shelter to one lakh poor families. Based on the above announcement the Director of Rural Development has submitted proposals to Government for taking up of upgradation of thatched and kutcha houses and to release funds for disbursement of subsidy. 3. The Director of Rural Development has requested the Government to sanction a sum of Rs.25.00 crores being the grant to be paid as subsidy as made out in Budget Estimate 2005-06, to the beneficiaries for the upgradation of one lakh thatched and kutcha houses. 4. The Government have carefully examined the proposal of Director of Rural Development and direct that one lakh kutcha houses be upgraded during the year 2005-06 as per the guidelines indicated in para 3 (i)to (iv) of the G.O first read above and accordingly the Government sanction and release a sum of Rs.12.50 crores (Rupees Twelve Crores and fifty lakhs only) 50% of the Budget Estimate 2005-06 being the subsidy to be paid to the beneficiaries towards the upgradation of 1,00,000/- (one lakh) kutcha houses as First Instalment (ie. existing thatched roof and kutcha or mud wall houses) in the villages during the year 2005-06. 5. The expenditure sanctioned in para 5 above shall be debited to the following head of account. "2515-00-Other Rural Development Programme - 800 - Other expenditure - Schemes in the Tenth Five Year Plan -II State plan -KK - Schemes for upgradation of Kutcha houses - 09 - Grants-in-aid - 03 - Grants for Specific Schemes." (DPC 2515-00-800-KK-0937) 6. The Director of Rural Development is authorized to draw and disburse the amount to the districts as per the annexure enclosed to this order. The Director of Rural Development is also requested to send utilization certificate and progress report both for Rs.5 crores sanctioned during 2004-05 and for Rs.12.50 crores being sanctioned to the Government for record. 7.
