Order:

As per the recommendation of Eleventh Finance Commission, the Government of India have released so far a sum of Rs. 9.33759 crores from 2000-2001 to 2004-2005 (first instalment) towards the creation of database on the finances of Rural Local Bodies in the formats prescribed by the Comptroller and Auditor General of India. Out of this amount, a sum of Rs. 8.2975 crores had already been released in the Government Order first read above towards the computerisation of Village Panchayats / Panchayat Unions during 2003-2004, leaving a balance of Rs.1.04009 crores. Now the Director of Rural Development has sent the proposals for the purchase of computers for a further batch of Village Panchayats and other line departments concerned with the creation of database, from the balance funds of Eleventh Finance Commission grants available for the purpose.

2. In the Government Order second read above, it was ordered that the Director of Local Fund Audit shall be in charge of the budget master in respect of Comptroller and Auditor’s General’s accounts formats for Panchayat Raj Institutions and he is responsible for the maintenance and addition of new codes etc. of the budget master for the accounts formats for Panchayat Raj Institutions. Similarly, the Assistant Directors of Local Fund Audit are responsible for the audit of accounts of Panchayat Raj Institutions maintained in the new formats. Rural Development Department of Secretariat is the State level data holder for the Comptroller and Auditor General’s database format No.8 and is having the responsibility of transmitting the data in the consolidated accounts / budget formats to the Ministry of Rural Development / Finance through the network.

3. Taking into consideration the responsibility of the line departments mentioned in para 2 above in the creation and maintenance of database on the accounts of local bodies, the Government accept the proposal of the Director of Rural Development with modification and direct that the following number of computers shall be purchased from ELCOT and allocated to the Village Panchayats and line departments:

4. The Government also accord administrative sanction for a sum of Rs.129.60188 lakhs (Rupees One hundred and twenty nine lakhs sixty thousand one hundred and eighty eight only). Out of this amount, a sum of Rs.103.68150 lakhs (Rupees One hundred and three lakhs sixty eight thousand one hundred and fifty only) shall be met from the Eleventh Finance Commission grant towards the purchase of computers and the balance of Rs.25.92038 lakhs (Rupees twenty five lakhs ninety two thousand and thirty eight only) shall be borne by the Village Panchayats from their own funds as matching contribution to be provided by the Village Panchayats as per the guidelines of Government of India. Accordingly, financial sanction is accorded for the release of a sum of Rs.103.68150 lakhs (Rupees One hundred and three lakhs sixty eight thousand one hundred and fifty only) to Village Panchayats and allied departments for computerisation.

5. The Director of Rural Development is authorised to draw and disburse the amount of Rs. 103.68150 ((Rupees One hundred and three lakhs sixty eight thousand one hundred and fifty only) sanctioned in para 4 above to the Managing Director, ELCOT towards the purchase of computers as ordered in para 3 above. The Director of Rural Development shall also arrange to monitor the distribution and proper installation of computers in Village Panchayats / line departments.

6. The matching contribution at 25% of the Eleventh Finance Commission grants sanctioned in this order i.e. Rs.25.92038 lakhs shall be borne by the Village Panchayats and the expenditure to that extent be incurred in respect of the following items:

i. Tamil Software, Telephone and internet connections.

ii. Wiring and electrical works.

iii. Repairs and partitions for the installation of computers and purchase of computer furniture.

iv. Any other miscellaneous expenditure related to the creation of database.

The Computer furniture shall be purchased from the Tamil Nadu Khadi and Village Industries Board.

7. Computerisation of Village Panchayats from out of this sanction shall be done in such a way that any one district is fully equipped with computers so as to facilitate the Government to evaluate and sort out the problems / hurdles in the implementation of the Eleventh Finance Commission’s recommendation to link the database on the finances of local bodies in the networked environment, at district level. After computerising all the Village Panchayats in any one district fully, if funds permit, Village Panchayats in other districts shall be computerised.

8. The Director of Rural Development shall finalise the concessional service charges payable to ELCOT for this bulk order in consultation with the Managing Director, ELCOT and the claim of ELCOT for service charges shall be regulated accordingly. Before placing purchase orders with ELCOT, Director of Rural Development shall also get the expert opinion from NIC / ELCOT towards the suitability of the proposed computer configuration on the maintenance of accounts / database in Comptroller and Auditor General’s formats and their dissemination in the networked environment.

9. The Director of Rural Development is also requested to send the utilisation certificate for the amount sanctioned in para 4 above including the matching contribution to be provided by the Village Panchayats so as to forward the same to Government of India.

10. The Director of Rural Development is also requested to inform the Government, the status of computerisation and progress in the creation of database and its linkage in the network as ordered in G.O.Ms.No. 63, Rural Development (C.2) Department dated 29.3.2004.

11. The amount authorised to be drawn in para 5 above shall be debited to the following head of account:

"3604-00-Compensation and assignments to local bodies and Panchayat Raj Institutions – 197 Assistance to Block Panchayats / Intermediate level Panchayats – Schemes in the Tenth Five Year Plan II state plan – J B – Grants to Village Panchayat as per the recommendations of Eleventh Finance Commission – 09 – Grants – in – Aid – 01 – Grants for current expenditure – (DPC No. 3604-00-197-JB-0919)".

12. This order issues with the concurrence of Finance Department vide its U.O.No.13/JS(Fc), dated 2.2.05
