State Finance Commission - Sanction of Rs.19828.60 lakhs for settlement of arrears towards current consumption charges from the Village Panchayats to Tamil Nadu Electricity Board -Orders issued.

ORDER :

The Director of Rural Development has stated that as on 31.12.2004 the arrears of current consumption charges from Village Panchayats of Tamil Nadu Electricity Board is Rs.21935.38 Lakhs. He has further stated that there is a provision of Rs.21935.00 lakhs as a special devolution to Village Panchayats to settle the electricity charges due to Tamil Nadu Electricity Board under Detailed Supplementary Estimates for the year 2004-2005 .

2. Now the Director of Rural Development has stated that in order to settle the arrears of Current Consumption Charges to Tamil Nadu Electricity Board by Village Panchayats, an amount of Rs.2106.40 lakhs was given by the Panchayat Unions to the Village Panchayats as loan, based on instructions issued by the District Collectors invoking Section 181D of Tamil Nadu Panchayats Act, 1994 . The Village Panchayats are not in a position to repay the loan amount to the Panchayat Unions. Since the above amount was extended as a loan by the Panchayat Unions to the Village Panchayats and paid to Tamil Nadu Electricity Board, the amount of Rs.2106.40 lakhs may be deducted from the amount of Rs.21935.00 lakhs and adjusted to the Panchayat Unions concerned. The balance amount of Rs.19828.60 lakhs may be paid to Tamil Nadu Electricity Board for settlement of arrears.

3. After careful consideration, the Government have decided to sanction a sum of Rs. 19828.60 lakhs (Rupees one hundred ninety eight crores twenty eight lakhs sixty thousands only) as Special Devolution to Village Panchayats to settle the electricity charges due to Tamil Nadu Electricity Board as on 31.12.2004.

4.The amount sanctioned in para 3 above shall be debited to the following Head of Account.

"3604-00 Compensation and assignment to Local Bodies and Panchayat Raj Institutions -198 Assistance to Gram Panchayats - I Non Plan - AB Grants to Village Panchayats as per the recommendation of State Finance Commission for settling Electricity charges due to Tamil Nadu Electricity Board -09 Grants in aid-03 Grants for specific schemes DPC No.3604-00-198-AB-0934".

5. This item of expenditure constitutes as an item of New Service and included in the Final Supplementary Estimates 2004-2005 and further necessary approval of the legislature is also obtained.

6. The Director of Rural Development is authorized to draw and disburse the amount in para 3 above and remit the same to Tamil Nadu Electricity Board by means of a cheque in favour of Tamil Nadu Electricity Board.

7. The Pay and Accounts Officer (S) is requested to admit and honour the bill as and when the bill presented by Director of Rural Development.

8. This order issues with the concurrence of Finance Department vide its U.O.No.14/DS(AV)/2005-1, dated 24.3.2005.
