G.O.Ms.No.5, Rural Development (C2) Department dated 9.1.2004 ORDER : During the recent Tsunami, 11 Coastal Districts in Tamil Nadu have been affected severely. Community assets such as School Buildings, Noon Meal Centres, Anganwadi Centres, Panchayat Offices, Community Halls, Self Help Group Buildings, etc. have been badly damaged which need immediate restoration. 2. The Director of Rural Development has stated that the poor financial position of the Panchayat Unions / Panchayats in the coastal districts is not helpful in taking up the restoration works on their community assets on a massive scale. He has therefore requested the Government for the sanction of a special allocation of Rs.34.74 crores urgently, from the Equalisation Fund of State Finance Commission devolution for the restoration of the damaged assets belonging to Village Panchayats and Panchayat Unions and to ensure rehabilitation of the affected people. 3. The Government after careful examination have accepted the proposal of Director of Rural Development to sanction a total sum of Rs.3474.00 lakhs as a special case, from the Equalisation Fund of State Finance Commission devolution for 2004-2005 towards the restoration of damaged community assets of rural local bodies in those 11 coastal districts by relaxing the guidelines issued in the G.O. read above towards the utilisation of Equalisation Fund of State Finance Commission devolution. Accordingly, sanction is accorded for the release of a sum of Rs.3474.00 lakhs (Rupees thirty four crores and seventy four lakhs only) towards the restoration of damaged Community Assets of rural local bodies in the said 11 coastal districts. 4. The amount sanctioned in para 3 above shall be debited to the following head of account: 3604-00 compensation and Assignments to Local bodies and Panchayat Raj Institutions -197. Assistance to Block Panchayats-I Non Plan -AA. Grants to Panchayat Unions as per the recommendation of State Finance Commission controlled by Director of Rural Development, 09-Grants-in-aid 02-Grants for Capital expenditure. (DPC 3604-00-197-AA-0929). 5. The Director of Rural Development is authorized to draw the amount sanctioned in para 3 above and to disburse the same to the District Collectors concerned as per the estimates annexed. 6. The concerned District Collectors are requested to allocate the funds and take up restoration works of the damaged community assets belonging to Panchayat Unions and Panchayats depending on their need in their districts through Village Panchayats and Panchayat Unions concerned. The District Collectors shall also send detailed reports on the utilisation of the amount sanctioned in para:3 above, to the Government. 7. Necessary funds have been included in the Final Modified Appropriation / Final Supplementary Estimates. This does not require Additional Sanction Ledger number. 8.
