ORDER:-

During Budget Speech 2004-05, among others it was announced that, in order to reduce poverty in rural areas of Tamil Nadu, new Programme called "Empowerment and Poverty Reduction Programme" would be implemented. In furtherance of above announcement, the Government approve the guidelines for the implementation of the "Empowerment and Poverty Reduction Programme" during 2004-2005 in the Government Order second read above.

2. In the letter first read above, the Director of Rural Development has submitted proposal for release of Rs.5 crores provided in the Budget Estimate 2004-05 under Demand No.40, Rural Development for distribution to the Districts as detailed in the Annexure.

3. The Scheme shall be implemented with two components viz., Rural Development Component at Rs.5 crores and Social Welfare Component at Rs.6.5 crores and that a sum of Rs.5 crores has been provided under Demand No.40, Rural Development in BE 2004-2005.

4. The Government have examined the proposal referred to above, with reference to the guidelines issued in the Government order second read above and decided to accept the same. Sanction is hereby accorded for the release of Rs.5 Crores (Rupees Five Crores only) provided in Budget 2004-2005 under Demand No.40, Rural Development. The Director of Rural Development is authorized to disburse the fund sanctioned above towards Rural Development Component to the districts as detailed in the Annexure to this Order, for implementation of the "Empowerment and Poverty Reduction Programme". The funds under Social Welfare Component will be released by Social Welfare & Nutritious Meal Programme Department separately.

5. The expenditure sanctioned in para 3 above shall be debited to the following head of account:

"2235 - Social Security and Welfare - 60 - Other Social Security and Welfare programme - 200 - Other programmes - Schemes in the Tenth Five year Plan - II . State Plan - JT - Poverty Reduction Programme - 09 - Grants-in-aid - 03. Grants for Specific Schemes.

6. The Director of Rural Development shall be the monitoring authority for the implementation of the above Programme. The report on the implementation of the Programme along with progress of achievement on both physical and financial targets shall be sent to Government, periodically.
