ORDER:

There are 12618 Village Panchayats in Tamil Nadu. Of these, there are a few which stand out from the rest on account of their achievements in various sectors of rural development. These Panchayats are out of the ordinary, where the Panchayat Presidents may have demonstrated exceptional leadership skills, where people's participation and community mobilization are palpable, where works related to alternate/low cost technology may have been implemented, alternate sources of energy may have been effectively utilized; where there is transparency and quality in execution of works, efficient panchayat administration, innovative works, use of information technology for development etc. In sum, with one or more of the features mentioned, it is a model for emulation.

2. The training set up in the Rural Development Department consists of the National Institute of Rural Development (NIRD) at national level, State Institute of Rural Development (SIRD) at State level and Regional Institutes of Rural Development (RIRDs) at regional level. All the Village Panchayat Presents had been given a basic orientation programme at block level through block level teams co-ordinated by the SIRD, during the last year. The numbers of Panchayats to be trained and the concepts to be taught/learnt require going beyond the existing pattern.

3. Seeing is believing. From a best practitioner, there is a lot that can be learnt. Such villages are models for others, in terms of the development and processes that have taken place there and the commitment of the panchayat and attitude of the panchayat and people's participation for development.

4. In recognition of the initiatives and path shown by these beacons in Panchayat Raj Institutions, the Government has announced the setting up of Model Village Training Centres (MVTCs) in each district. Tamil Nadu is the first state in the country to have taken the step of setting up Model Village Training Centres, so that the best practices in Panchayats can be learnt from the practitioners themselves. These Model Village Training Centres, would share its learning and experience with other Panchayats in the district so as to enthuse and encourage them to follow suit.

5. Development is a constant process of moving forward. These Model Village Training Centres too have further to go. There are villages in others parts of the State and country, which these Model Village Panchayats themselves can learnt from. There are sectors in which they are still to work in their village (eg balwadis, water security, sanitation). Their process of learning and achieving success in new areas would also be useful to other Panchayats.

6. These Model Village Training Centres would raise the standards of Panchayat administration in that village and villages across the state. The establishing of Model Village Training Centres would be sowing of seeds of a movement of spiraling and cascading development in the state.

7. The Model Village Training Centres would hence provide training to other Panchayats in the district, while receiving inputs themselves in identified areas. For the current year, the focus is on panchayat management for development, and 'Namadhu Gramam'. The Model Village Training Centres would also be put through exposure visits to other states and training through some institutions specializing in Panchayats and Village development. The Model Village Training Centres would also receive inputs from various sources and umbrella organisations like State Institute of Rural Development, Regional Institutes of Rural Development, Kattida Maiyams. The Model Village Training Centres can tie up with other institutions for joint plan of action. This would enable them to network for further development. Pilot programs can be taken up in these Model Village Training Centres from time to time.

8. The Director of Rural Development in his letter read above has sent a proposal for setting up Model village Training Centres. The Government have carefully examined the proposal and decided to accept it and pass the following orders:

The Director of Rural Development is to tie up with the Collectors for identification of the Model Village Training Centres. The Villages selected are not permanently selected but selected temporarily and can be changed based on performance and criteria for selection.

(a) The Model Village Training Centres are to be provided with necessary infrastructure facilities to enable them to conduct the training programmes. The infrastructure facilities are to be provided from the funds with the SIRD.

(b) The Director, SIRD is authorized to disburse the amounts through the Principals, Regional Institutes of Rural Development (RIRD), T. Kallupatti, Pattukottai, Bhavanisagar, Sathya Vijaya Nagaram and Krishnagiri, who shall release the funds to the Model Village Training Centres.

(c) The Village Panchayats shall follow the procedures as per Transparency of Tenders Act 2000 wherever purchase like furniture etc. are involved.

The Regional Institutes of Rural Development shall supervise and be the link for the Model Village Training Centres; the Model Village Training Centres shall report to the Regional Institutes of Rural Development in all matters related to the Model Village Training Centres.

The Model Village Training Centres shall adopt the training manual, guidelines issued for the purpose of training by the Commissioner and Director of Rural Development Training and conduct training accordingly.

The existing training/IEC funds in the Rural Development Department, in the institutions and District Rural Development Agencies, as well as under various schemes are to be utilized for conducting the training programmes. Additional funds are also to be sourced by the department and can be directly sourced by the Model Village Training Centres for programmes for them or to be conducted by them.

The accounts of the Model Village Training Centres shall be maintained as a separate head of account with separate SB account by the Panchayats identified as Model Village Training Centres. These accounts shall be subject to inspection by the Lecturer, Accounts of the Regional Institutes of Rural Development, in addition to the statutory inspection of the Assistant Director (Audit).

The Principals, Regional Institutes of Rural Development are to countersign and sent the utilization certificates given by the Model Village Training Centres for the amount released for the establishment of Model Village Training Centres, infrastrucutre facilities, to the SIRD, after ensuring that the infrastructure facilities required and sanctioned have been put in place.

The programmes for the Model Village Training Centres and programmes conducted by them and all other matters related to Model Village Training Centres shall be dealt with by the Commissioner and Director of Rural Development Training. The Director of Rural Development, District Rural Development Agencies and Institutions shall release funds accordingly.
