ORDER:

The Tamil Nadu Panchayats (preparation of plans and estimates for works and mode and conditions of contract) Rules 1998 were issued in the Government Order second read above. The said order provide for delegation of powers upto which each of the authority functioning under Rural Development Department can accord administrative sanction and technical sanction to estimates and also for acceptance of tenders for execution of various works.

2. A decision has been taken by the Government to enhance the powers for technical sanction and approval of tenders for works executed through various departments with a view to speeding up execution of works and preventing undue splitting of works. Accordingly orders were issued in the Government Order third read above in relation to Public Works Department.

3. The Director of Rural Development in his letters read above has stated that to avoid delay in starting plan schemes and also to reduce unnecessary correspondence at all levels the powers of the technical sanction and tender acceptance of Engineers in Rural Development Department and the measurement and check measurement powers of Union Overseers may be enhanced.

4. The Government, after careful examination of the proposal of the Director of Rural Development, hereby direct that the powers of technical sanction and tender acceptance, of engineers at different levels in Rural Development Department be enhanced and fixed as indicated below for the works taken up in Village Panchayats, Panchayat Unions and District Panchayats with a view to speed up execution of works and to prevent undue splitting of works:-

The Government also direct that the monetary limit of powers of Union Overseers to record measurement be enhanced from Rs.50,000/- to Rs.1,00,000/- i.e. raised equal to the technical sanction powers of Assistant Engineer / Block Engineers.

5. The Government further direct the Director of Rural Development to send necessary proposals for amending the Tamil Nadu Panchayats (Preparation of Plant and estimates for works and mode and condition of contracts) Rules 1998 issued in the Government Order second read above accordingly.

6. This order issues with the concurrence of Finance Department vide its U.O. No.44093/Fin(PW-II)/2005, dated 30.6.2005.
