The Engineer-in-Chief, Water Resources Organisation and Chief Engineer (General), Public Works Department, Chennai has reported that based on the instruction of the Government, he has requested Dr.V.Sundar, Professor and Head Department of Ocean Technology, IIT, Chennai to study the feasibility of preparing the preliminary report for the construction of Rubble Mound Sea Wall, Groynes etc. wherever considered necessary in the coastal areas of Tamil Nadu.

2. The Engineer-in-Chief has also stated that Dr.V.Sundar, Professor and Head Department of Ocean Technology, IIT Chennai, has quoted consultancy charge as Rs.3.59 lakhs excluding the travel cost to the site lodging and boarding charges which have to be borne by the Public Works Department and requested necessary approval of the Government for the above proposal sanctioning the consultancy charges.

3. Dr.V.Sundar, Professor and Head, Department of Ocean Engineering Technology, IIT, Chennai has proposed to conduct study in Tamil Nadu coastal areas in three Regions viz., Chennai, Tiruchirapalli and Madurai excluding the river/drains, estuaries, Ports and Harbour, fishing swamps, back waters, as follows:-

i) Identification of villages affected by inundation due to the recent Tsunami

ii) Identification of the stretch of the coast subject to continuous vulnerable erosion

iii) To propose suitable anti erosion works by taking into consideration the attack due to Tsunami.

Dr.V.Sundar has also requested support from the Engineers of each of the Region to assist him with all the maps of the coastal boundaries of the site and to accompany him to the site visit with all past proposal and reports, if any, available with the Department. He has also requested that at least two Engineers from the Chennai Region or anyone nominated by the Public Works Department shall accompany him for all the site visit. The details of the consultancy charges furnished by him are as follows:-

70% of the fee shall be paid as an advance and the balance 30% shall be paid within two weeks after the submission of final report

4. The request of the Engineer-in-Chief, Water Resources Organisation and Chief Engineer (General), Public Works Department and the suggestion made by Dr.V.Sundar, Professor and Head Department of Ocean Technology, IIT, Chennai have been carefully examined by the Govt. and it has been decided to accept the above proposal.

5. The Government accordingly sanction a sum of Rs.3.59 lakhs (Rupees Three lakh and fifty nine thousand only) being the consultancy charges to conduct study in Tamil Nadu coastal areas affected by Tsunami and to prepare preliminary report for the remedial measures to be taken such as construction of Rubble Mound Sea Wall, Groynes etc. wherever necessary by Dr.V.Sundar, Professor and Head, Department of Ocean Technology. The Engineer-in-Chief (Water Resources Organisation) is requested to make the above payment as indicated in para 3 above.

6. The expenditure sanctioned in para 5 shall be debitable to the following head of account:

"2701 - Major and Medium Irrigation 80 - General - 001 Direction and Administration I Non-Plan - AA Chief Engineer (Water Resources Organisation) 33 - Payment for professional and Special services 03 Special Services (DPC 2701 - 80 - 800 AA 3338).

7. The amount sanctioned in para 5 above will be provided in Final Modified Appropriation 2004-2005 Pending provision of such funds the Engineer-in-Chief, Water Resources Organisation and Chief Engineer (General), Public Works Department, Chennai is authorised to draw and disburse the amount to IIT, Chennai by means of a crossed Cheque / Demand Draft drawn in favour of it.

8. The Engineer-in-Chief (Water Resources Organisation) is also requested include the above amount while sending proposal for Final Modified Appropriation 2004-2005 to the Government in Finance Department at the appropriate time. The Engineer-in-Chief is also requested to render necessary assistance to Dr.V.Sundar during his site visit as requested by him.

9. This order issues with the concurrence of the Finance Department vide its U.O.No. 52/DS/VNP/2005 dated 31.01.2005 and Additional Sanction Ledger No.1445.
