ORDER:

The Chief Engineer, Chennai Region, Water Resources Organisation, Public Works Department has reported that Nadukuppam village in Vanur Taluk in Villupuram District is a Fishermen village very close to Bay of Bengal Sea and the fishermen houses are built up on the sea shore very close to sea. He has also reported that consequent on construction of Rubble Mound Sea Wall in Pondicherry seashore intrusion of sea water due to tidal waves have increased and these tidal waves eroded the sea and reduced the distance of the seashore from fishermen dwelling place.

2. Due to severe erosion in this area there is constant threat of engulfing by sea and thus the life and property of the public consisting mostly of fishermen are always in danger. The Chief Engineer, Chennai Region has therefore forwarded a proposal to Government for according administrative sanction for construction of a Rubble Mound Sea Wall from LS 0M to 500 M in Nadukuppam village in Vanur Taluk, Villupuram District. The estimated cost for excution of the above works is Rs.97 lakhs. He has also stated that the schme estimate has been prepared based on the guidelines prescribed by the Central Irrigation, Energy, Research Planning and Designs Department.

3. The Government after careful examination have decided to accept the proposal of Chief Engineer, Chennai Region, Water Resources Organisation, Public Works Department, Chennai with an outlay of Rs.90 lakhs and accord administrative sanction for taking up anti sea erosion activities by construction of Rubble Mound Sea Wall from LS 0M to 500M in Nadukuppam Village in Vanur Taluk in Villupuram District at a total cost of Rs. 90 lakhs ( Rupees Ninety lakhs only).

4. The expenditure is debitable to the following head of Account :

4711 Capital outlay on flood control projects 02 Anti sea erosion 103 Civil works SCHEMES IN THE TENTH FIVE YEAR PLAN II State Plan JJ Construction of Rubble Mount Sea Wall 16 Major works (DPC 4711 02 103 JJ 1602)

5. The expenditure sanctioned in para 3 above constitutes an item of "New Service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature the expenditure will be initially met by an advance from the Contingency Fund orders regarding which will be issued from the Finance (BGI) Department. The Engineer-in-Chief, Water Resources Organisation is requested to send an application in the prescribed format for the sanction of an advance from the Contingency Fund for the required amount during the current financial year 2002-2003 to Government in Finance (BG I) Department together with a copy of this order.

6. This order issues with the concurrence of Finance Department vide its U O

No.83679/PWII/2002 Dated 21.11.2002 and additional sanction Ledger No.808.
