ORDER: During the Budget speech 2003-2004, the Honourable Minister for Public Works has announced the scheme for construction of a groyne on the seashore at Periyathalai Village in Thoothukudi District at a cost of Rs.4 crores. The department of Ocean Engineering, IIT, Chennai being the consultants for the ongoing HUDCO aided CPP in Southern Districts, were requested to conduct detailed survey to this effect in the Sea at Periyathalai and evolve suitable designs and drawings. 2. In the meantime, the Central Water Commission , New Delhi in their letter dated 18.7.2003 has informed that the scheme of construction of a groyne on the seashore at Periyathalai village in Thoothukudi District, which was originally included under "National Coastal Protection Project" Phase-I has now been included in the Centrally Sponsored Scheme and a provision of Rs.3.09 crores has alone been kept for the above scheme. The Central share and state share for the above cost would be Rs.2.32 crores and Rs.0.77 crore respectively. 3. The Central Water Commission, New Delhi has also requested to send a proposal for the above scheme for an amount of Rs.3.09 crores only as the same has already been approved by the Standing Finance Committee. 4. As the sanctioned amount of Rs.3.09 crores is found insufficient to construct the groyne to the entire length of 800 meter, the Chief Engineer (Madurai Region) has sent a comprehensive proposal for the entire length of the groyne for 800 m at a cost of Rs.6 crores as per the schedule of rates for 2003-2004 based on the approved design and drawings given by the department of Ocean Engineering, IIT, Chennai. The Chief Engineer, Madurai Region has also informed that the expenditure for construction of groyne will be met under central share of Rs.2.32 crores and the balance amount of Rs.3.68 crores can be met either from the State Government or by utilising the anticipated savings in the ongoing HUDCO funded coastal protection project works in Southern Districts. The Chief Engineer (Design Research and Construction Support) has also recommended the above proposal of the Chief Engineer, Madurai Region. 5. The above proposal of the Chief Engineer, Madurai Region was examined by the Government and it has been decided to take up the work of construction of groyne at Periyathalai village in Thoothukudi District at a cost of Rs.6 crores with Central share of Rs.2.32 crores and State share of Rs.3.68 crores and the project proposal has been forwarded to the Government of India seeking Central assistance of Rs.2.32 crores with the confirmation that the State Government will make available, the State share for the above scheme. 6. The Chief Engineer (Madurai Region) has now requested the administrative sanction of the Government for Rs.6 crores for taking up the work of construction of groyne for entire length of 800 m early so as to enable him to call for tenders and commence the works in the favourable monsoon period in order to solve the burning problems faced by the fishermen of Periyathalai village in Thoothukudi District. 7. The Government after careful examination have decided to accept the proposal of the Chief Engineer, Madurai Region, Water Resources Organisation, Public Works Department and accord administrative sanction for the work of construction of groyne for a length of 800 metres at Periyathalai village in Thoothukudi District at an estimated cost of Rs.6 crores ( Rupees Six crores only) with Central Share of Rs.2.32 crores (Rupees two crores and thirty two lakhs only) and the State share of Rs.3.68 crores (Rupees three crores and sixty eight lakhs only) in anticipation of the release of Central share. 8.The Government also direct the Chief Engineer, Madurai Region to take up the work of construction of groyne at Periyathalai village in Thoothukudi District to start with by utilising the savings in the ongoing HUDCO funded coastal protection project works in southern districts. 9. The expenditure sanctioned in para 7 above, shall be debited to the following new head of Account to be opened in D.No. 38 as detailed below:-
10. The Engineer-in-Chief, Water Resources Organisation , Public Works Department is the estimating reconciling and controlling authority for the above new sub head of account. The Treasury Officer, Thoothukudi is requested to open the above new sub head in their account. 11. The expenditure sanctioned in para 7 above, will constitute a item of “New Service” . The approval of the legislature will be obtained in due course. Pending approval of the legislature, the expenditure will be met initially by drawal of an advance from the Contingency Fund, order for which will be issued by Finance (BG.I) Department separately. The concerned authority is requested to apply for drawal of advance for the required quantum from the Contingency Fund in the prescribed format to Finance (BG.I)Department and he is also requested to send necessary notes to include the expenditure in the Supplementary estimates at the appropriate stage. 12. The Chief Engineer , Madurai Region, Water Resources Organisation , Public Works Department is directed to implement the work as per the schedule without time over run and cost over run and he is also requested to ensure that the work is completed within the stipulated time. 13. This order issues with the concurrence of Finance Department vide its U O Note No. 423/DS(VNP)/2004 dt. 6.7.2004 and Additional sanctioned Leger No. 271 (Two hundred and seventy one).
