ORDER:

The Chief Engineer, Chennai Region, Water Resources Organisation, Public Works Department in his letter first read above, has reported that the construction of Chennai Harbour, extension of Southern Break water, construction of Fishing Harbour at Royapuram etc. have cut off the movement of sand from South to North. Due to this the natural phenomena of the sand flow has been disturbed and it has resulted in accretion along the coast south of harbour and erosion in the coast North of Harbour especially North of Fishing Harbour at Royapuram. The coast line extending to a distance of 14.41 Kms. from Royapuram Fishing Harbour to Ernavoor kuppam and upto Periakuppam and Thalankuppam have been under constant threat of sea erosion. The Chief Engineer has also reported that out of 14.41 Kms. 6.51 Kms. has been protected by constructing Rubble Mound Sea Wall and 2.76 Kms. adjoining the Ennore Express Highways has been taken up by the National Highways Authority of India, coast line of 2.38 Kms. including the coast in front of Ennore Thermal Power Station is less unprotected. This being the only portion left unprotected and the threat is very severe in this area. Therefore the Chief Engineer has prepared an estimate of Rs.1057.39 lakhs (Rupees One thousand fifty seven lakhs and thirty nine thousand only) for construction of Rubble Mound Sea Wall in the coast line in front of Ennore Thermal Power Station and replenishment to the existing Rubble Mound Sea Wall along Ennore Expressway and posed to HUDCO for loan assistance through Tamil Nadu State Construction Corporation Ltd. The HUDCO has agreed to grant loan for Rs.828 lakhs and the balance of Rs.229.39 lakhs, to be borne by Government of Tamil Nadu subject to compliance of following conditions.

i) The State Government approval for the scheme and borrowing from HUDCO.

ii) The commitment from the State Government to make budgetary provision for repayment of principal with interest and other dues as per the loan repayment schedule.

iii) The commitment from the State Government to meet the difference between the actual project cost and HUDCO loan needs to be furnished.

iv) A separate project account needs to be maintained by Tamil Nadu State Construction Corporation Ltd. and Public Works Department.

v) The Ocean Engineering Department of Indian Institute of Technology, Chennai be associated with monitoring execution of project. A copy of the agreement between Public Works Department and IIT in this regard may be furnished to HUDCO before release of I instalment of loan.

The proposal was presented during the meeting of the urban infrastructure project evaluation committee held on 20.5.2002.

2. The conditions stipulated by HUDCO has been examined carefully and it has been decided to accept the conditions imposed by HUDCO in its appraisal report for rendering loan assistance for carrying out Anti Sea Erosion Works along Ennore Expressway North Chennai.

3. Accordingly the Government accord administrative sanction for the execution of Anti Sea Erosion Works for a stretch of 2.38 Kms. in Ennore Expressway from Thiruvotriyur to Thalankuppam, North Chennai and to replenish the existing Rubble Mound Sea Wall along Ennore Expressway. at an estimated cost of Rs.1057.39 lakhs (Rupees One thousand fifty seven lakhs and thirty nine thousand only) drawn by Chief Engineer, Chennai Region, Water Resources Organisation, Public Works Department for getting loan assistance of Rs. 828 lakhs (Rupees Eight hundred and twenty eight lakhs only) from HUDCO through Tamil Nadu State Construction Corporation Ltd. as Nodal Agency and to meet the balance amount of Rs. 229.39 lakhs (Rupees Two hundred and twenty nine lakhs and thirty nine thousand only) from the State Fund.

4. The expenditure chargeable from the State Fund as well as repayment of principal amount and payment of interest as prescribed for the above said works shall be debited to the following head of account.

The expenditure towards repayment of Principal and payment of interest shall be debited under "o4 - Grants for Debt Servicing" and the expenditure towards works compenent from State Funds shall be debited under " 16 - Major Works" of the said head of accounts.

5. The expenditure sanctioned in para 3 above constitutes an item of "New Instrument Service" and the approval of the Legislature will be obtained in due course. Pending approval of the Legislature the expenditure will be initially met by an advance from the Contingency Fund orders regarding which will be issued from the Finance (BGI) Department. The Engineer-in-Chief, Water Resources Organisation is requested to send an application in the prescribed format for the sanction of an advance from the Contingency Fund for the required amount during the financial year 2002-2003 to the Government in Finance (BG I) Department together with a copy of this order.

6. Engineer-in-Chief, Water Resources Organisation, Public Works Department is the estimating, reconciling and controlling authority for the above new sub head of account

7. The Government authorize the Managing Director, Tamil Nadu State Construction Corporation Ltd., Chennai to execute necessary agreement and draw the mo1ney from the HUDCO.

8. The Government shall provide necessary Budget provision for the repayment of principal together with interest accrued thereon and other dues as per the loan repayment schedule.

9. The difference between the actual project cost and HUDCO loan shall be met from the State funds.

10. This order issues with the concurrence of Finance Department vide its U O No. 83860/PW-II/2002 Dated 22.11.2002 and additional sanction ledge No. 815.
