ORDER:

The Chief Engineer, (Plan Formulation), Water Resources Organisation, Public Works Department in his letter read above has reported that the project sanctioning Committee of National Bank for Agriculture and Rural Development in its meeting held during February, 2004 has approved the following Seven schemes for loan assistance under Rural Infrastructure Development Fund IX and has submitted proposal seeking administrative sanction of the Government.

2. From the outlay of Rs.7479.27 lakhs for implementation of the Seven schemes mentioned in para 1 above, National Bank for Agriculture and Rural Development in its letters read above has sanctioned a sum of Rs.6855.63 lakhs as loan assistance with their terms and conditions. The amount to be contributed by the State Government is Rs.623.64 lakhs. Additional expenditure, if any has to be borne by the State Government. The period of completion of the above project is prescribed as 31st March 2006.

3. National Bank for Agriculture and Rural Development loan release schedule is as follows:

For 2003-2004 - Rs. 1289.31 lakhs

For 2004-2005 - Rs. 2907.19 lakhs

For 2005-2006 - Rs. 2659.13 lakhs

4. The Government accept the proposal of the Chief Engineer, Plan Formulation and accord administrative sanction for the above said seven projects as mentioned in para 1 above at an estimated cost of Rs.7479.27 lakhs (Rupees Seventy four crores seventy nine lakhs and twenty seven thousand only) of which Rs.6855.63 (Rupees Sixty eight crores fifty five lakhs and sixty three thousand only) is National Bank for the Agriculture and Rural Development loan component and the balance amount of Rs.623.64 lakhs (Rupees Six crores Twenty three lakhs and sixty four thousand only) is from the State funds.

5. The expenditure sanctioned shall be debitable to the following head of account 4702.00 Capital outlay on Minor Irrigation - 101 Surface water Schemes in the Tenth Five Year Plan - II State Plan - JK State Minor Irrigation Project with Loan Assistance from National Bank for Agriculture and Rural Development under RIDF-New Schemes - 16 Major works (DPC 4702 00 101 JK 1607).

6. The expenditure sanctioned in para 4 above is an item of "New Instrument of Service". The approval of the Legislature will be obtained in due course. Pending approval of the Legislature, the expenditure will be initially met by sanction of an Advance from the Contingency Fund, order for which will be issued by Finance (BG-I) Department separately. The Engineer-in-Chief, Water Resources Organisation, Public Works Department and Chief Engineer (General) is requested to send necessary proposal to Government in Finance (BG-I) Department in the prescribed format along with a copy of this order for sanction of an advance from the Contingency Fund. He is also requested to send the explanatory notes to include the expenditure in the supplementary Estimates at the appropriate stage.

7. This order issues with the concurrence of Finance Department vide its U.O.No. 370 DS(VNP)/2004 dated 15.6.2004 and Additional Sanction Ledge. No.211
