ORDER:

 

            In the letters first read above, the Chief Engineer, Tiruchirappalli stated that the Hon’ble Chief Minister visited the flood affected areas due to heavy rain on 21.11.99 and 22.11.99  in Tiruchirappalli and Thanjavur Districts on 25.11.99  and announced that a scheme will be implemented at an estimate amount of Rs.50.00 crores to avoid damages due to flood in Kudamurutti river. The Chief Engineer, Tiruchirappalli  has also reported that he has addressed the Chief Engineer ( PF) for taking up  investigation.

 

2. In his Budget Speech for the year 2000-2001 the Hon’ble Chief Minister has announced as follows:

 

            “A flood prevention scheme has been formulated at an estimated cost of about Rs.50 crores to avert the recurrence of recent flood damages in Tiruchirappalli.  Under the Schemes, obstructions at the place where Kudamurutti river joins the Cauvery river will be removed. Kudamurutti, Ariyaru Koraiyaru and Kodingal drainage channel will be widened. The embankments of Uyyakondan canal will be strengthened.”

 

3.It was considered that by diversion of flood water at Upper reaches of Koraiyaru, Ariyaru to new areas for irrigation, flow of flood water into Kudamurutti can be reduced considerably. Hence the Chief Engineer (PF) was requested to examine five alternative proposals and to discuss with District Collector and the local Ministers and to send a detailed report.

4.The Chief Engineer (Plan Formulation) has evolved the  proposals for diversion of flood water at upper reaches of Koraiyaru and Ariyaru. The Chief Engineer (PF) has  reported that he consulted with the Hon’ble Minister for Flood and Cooperation, Collector of     Trichirappalli and Regional Chief Engineer, Tiruchirappalli on 22.4.2000 regarding these proposals. After inspecting the Puthur weir and Kudamurutti river, the Minister and Collector were of the opinion that the existing Kudamurutti drain and Koraiyar river may be widened with necessary land acquisition.

 

             5. The Chief Engineer (PF) has therefore requested  approval of the Government to take up the following items of works on current scheduled of rates 2000-2001

6. The Chief Engineer (PF) has stated that the works such as drainage inlet to Kudamuruti river, retaining walls, improvements to  Uyyakondan channel and Kodingal drain at an estimate of Rs.2.50 crores already sanctioned in Government Order Ms. No.304 Public Works Department dated 26.5.99 has not been included in the works referred to in para 5 above.  The Chief Engineer (PF) has also stated that the above flood relief works are to be taken up immediately on priority basis to avoid any further flooding problem and requested to accord administrative sanction for Rs.50.00 crores only and to issue specific orders for compulsory acquisition of land, building and other structures etc. required for this work.

7. The Government after careful consideration of the proposals of Chief Engineer(Plan Formulation) accord administrative sanction to take up the works as specified in para 5 above at an estimate amount of Rs.50.00 crores (Rupees fifty crores only) for prevention  of flood to Tiruchirappalli City  subject to the condition that the Engineer-in-Chief, Chief Engineer(PF) and the Chief Engineer, Water Resources Organisation , Trichy Region should take action  concurrently to get assistance from NABARD.                                  

8.The expenditure sanctioned in para 6 above is delitable to the following head of account:-

‘ 4701- Capital Outlay on Major  and Medium Irrigation 01 Major Irrigation -Commercial – 211 Restoration of Channel systems – schemes in the Ninth Five Year plan II – State Plan – JA canals -16 Major works  (D.P. code 4701 01 211 JA 1604 )

            9. The expenditure is on a  New service and the approval of Legislature will be  obtained in appropriate time.  Pending approval of the Legislature, and pending approval of NABARD  for this scheme  the expenditure will be met initially from an advance from the contingency fund, orders regarding which will be issued from the Finance (BG.I) Department.  The Engineer-in-Chief Chennai and Chief Engineer, Tiruchirappalli Region are requested to send an application in the prescribed form to the Finance (BG.I) Department together with the copy of this order  and details required i.e. total expenditure for the  scheme expenditure for the scheme and expenditure for the current year should be furnished.  The above details are required  so as to obtain approval for supplementary Grant. 

10.The Chief Engineer, Water Resources Organisation, Tiruchy Region is requested to take up the work immediately and complete it in time.  He is also requested to send monthly progress report on or before 5ht of every month in the prescribed proforma annexed to this order.  He should also fix monthly milestones for various activities connected with the physical progress of work and send a special narrative report on physical progress with reference to the fixed.

11.This order issues with the concurrence of Finance Department vide its  U.O. No.                            1139/J.S(LSR) /2000-1 dated 2.8.2000.
