ORDER:-

 

            The Chief Engineer, Tiruchy Region has reported that the Superintending Engineer,  Lower  Cauvery Basin Circle, Water Resources Organisation, Thanjavur has submitted a survey report for the disposal of unserviceable base plates and moulds which have been reduced to scrap in the  casting  yard at Thalayamangalam, Perugavaldan and Siddhamalli yards of Mannargudi Sub-Division and Tiruchirappalli yard of Mayiladuthurai Sub-Division.  The above materials were used for the work of defunct Cauvery Modernisation  Division for preparing concrete block for improvement works prior to 1983.  The scrap materials in one of the above yards at Tiruchirappalli were also inspected by the then Superintending Engineer,Thiru R.A.Paul during 1998 in connection with the preparation and approval of Survey report.  The details of  scrap materials for which the survey report received from the Superintending  Engineer, Lower Cauvery Basin Circle(Water Resources Organisation) Thanjavur are as follows:-

 The Executive Engineer, Cauvery Modernisation Division, Kumbakonam has explained that the materials were stocked in 29 yards at Cauvery Modernisation Division, Kumbakonam (now reduced to 13 yards as on 1.2.99) and these materials have become unservicable due to wear and tear.  The assessed value for the scrap materials is arrived at based on the rates obtained from Tamil Nadu Steel Authority.  The assessed value of the scrap materials in the survey report is Rs.5,54,529/-(Rupees five lakhs fifty four thousand five hundred and twenty five only) 

            2. The Chief Engineer , Trichy Region has also stated that further in order to keep the materials in the above yards along with the  serviceable  materials an amount of Rs.10,58,500/- roughly has to be spent on Nominal Muster Roll wages per annum, which is heavy financial commitment to that division.  To minimise the above expenditure and to avoid further deterioration on the above scrap item into dust the survey reports are prepared.  As the connected Register are not available prior to 15 years, details of years, details of  year of purchase, present  Book value could not be ascertained.  It is also certified by the  Executive Engineer, Cauvery Modernisation Division, Kumbakonam that balance of scrap materials are available in Tools and Plant Register for 30.9.98.  The Superintending Engineer, Lower Cauvery Basin Circle, has also recommended the same. 

            3. The Chief Engineer ,Trichy Region has further stated that if the materials (with scrap value) were not disposed off then and there it will become a great burden to the field officers while handing over charges on the eve of transfer etc.  Hence the Tamil Nadu Steels Limited, Arakonam was contacted to ascertain their willingness to lift the scrap materials at their rates.  But the industry has expressed their inability to lift the scrap in view of suspension of operation of the steel melting shop and further the Managing Director, Tamil Nadu Construction Corporation Limited, Arumbakkam, Chennai has also been contacted and the Corporation  has  stated that no more scrap are required to them.  All the sources for disposal of scrap materials have been tried in vain. The Chief Engineer, Water Resources Organisation Trichy Region, has therefore requested necessary orders for disposal of  scrap materials for Rs. 5,54,529/- by way of public auction. 

            4. The Government after careful examination accept the proposal of the Chief Engineer, Water Resources Organisation, Trichy Region and approve the survey report of unserviceable 43324 numbers of base plates and 2550 numbers of steels moulds which have been reduced to scrap in the casting yard of Cauvery Modernisation Division, Kumbakonam to a value of Rs,5,54,529/-(Rupees five lakhs fifty four thousand five hundred and twenty nine only) and for disposal of these scrap materials by way of public auction, by following usual procedure in force 

            5. This order issues with the concurrence of Finance Department vide its U.O.No.50337/PW.II/2000-1 dated:18.7.2000
