ORDER: In G O Ms. No. 10, Public Works Department, dated 8.1.2004, orders have been issued directing the Collectors of the following 19 districts to conduct elections to Water Users' Associations on 24.1.2004, 31.1.2004 and 7.2.2004 respectively as detailed below as per provisions contained in Tamil Nadu Farmers' Management of Irrigation Systems Act, 2000. ELECTION SCHEDULE
Tamil Nadu Farmers' Management of Irrigation Systems Act, 2000 and Rules empower the District Collectors to make arrangements for conducting election for the constitution of Managing Committees of the Farmers Organisations. 2. The Tamil Nadu Farmers Management of Irrigation Systems Act, 2000 does not provide for collection of deposits from contesting candidates, appointment of election agents, polling agents and counting agents and regarding payment to the polling personnel. 3. After examining the above aspects, the Government hereby prescribe the following guidelines for the smooth conduct of elections to the Farmers Organisations. The Collectors of the respective districts shall arrange to appoint election agents, polling agents and counting agents for the conduct of Election to Farmers Organisations. Necessary forms A, B & C have been prescribed for this purpose in the Annexures to this order. The Collectors of the respective districts shall allow the Returning Officers to collect the non-refundable deposits at the rates prescribed in the Annexure-D to this order either by means of direct payment by cash or by submitting a chalan for remittance of the deposit in appropriate Government account and shall maintain necessary accounts in this regard. The Collectors of the respective districts shall remit the deposits received in cash from the contesting candidates into the following deposit head of account. The contesting candidates who desire to remit the deposit directly in the Treasuries should also be requested to remit the deposits in the same following head of account.
The Collectors of the respective districts shall arrange to make payment to the polling personnel as remuneration at the rates mentioned in the Annexure - E to this order. 4. The Collectors are also requested to strictly adhere to the above guidelines for the smooth conduct of Elections to Farmers Organisations. 5.
