ORDER 

With a view to maximise productivity and environmental sustainability of land and water, to improve planning and allocation of water between Agriculture and non-agricultural sector, upgrade existing irrigation, drainage, flood control and bulk water supply infrastructure and also to complete viable on-going irrigation projects, the Government have proposed to implement Water Resources Consolidation Project in Tamil Nadu with the assistance of the World Bank. 

  2. In order to implement this project Government have decided to undertake institutional re-organisation in Public Works Department by creating a specialised agency exclusively for water policy, management and development. Accordingly the Government sanction establishment of a Water Resources Organisation in Public Works Department with effect from 1.4.94 to specialise in Water Resources Management. This organisation to be entrusted with Water Policy, Management and development will be divested on non-water related activities. The functional specialisation will be aimed at and ensured in all line divisions entrusted with key functional areas of project formulation. Design and Construction, Operations, Maintenance and Regulation, Institute of Water Studies, Irrigation Management Training Institute, Institute of Hydraulics and Hydrology and Ground Water. 

  3. The Government also accept the suggestion that the Water Management may be decentralised along basin lines and the basin will be headed by Basin Managers in the cadre of Chief Engineers by re-deployment of the existing Chief Engineers. The Chief Engineer (General and Irrigation) is requested to send detailed proposals for implementing the order. 

  4. This order issues with the concurrence of the P & AR and Finance Departments vide their U.O.No.41/S/Per/94-1 dt. 15.2.94 and U.O.No. 797/FS/P/94 dt.15.2.94 respectively.
