ORDER

The Government of Tamil Nadu has proposed to implement Water Resources Consolidation Project with the assistance of the World Bank. The objective of the project would be to better plan, manage and develop the State's water resources and to improve the productivity of the irrigation sector. Since the State is water short, the Project would fulfil a critical need. Future academic development will depend on the best allocation of water between sectors and efficient use by the main sectoral users especially agriculture. The project would aim to maximise productivity and environmental sustainability of land and water, to improve planning and allocation of water between Agriculture and non-agricultural sector, upgrade existing irrigation, drainage, flood control and bulk water supply infrastructure, and also to complete viable on-going irrigation projects. 

  2.  Accordingly, the project report was sent to World Bank through Government of India, for its assistance. In this connection, the World Bank deputed its missions to visit Tamil Nadu on various occasions. The mission of the World Bank has toured Tamil Nadu during various occasions and held discussions with officials of the Government of Tamil Nadu on Water Resources Consolidation Project. 

3.   In its Aide-Memoire October '93 and Feb-Mar '94 the World Bank Mission in connection with Water Resources Consolidation Project has indicated, among other things, to create a post of Engineer-in-Chief to head the Water Resources Organisation. The High Power Committee, constituted under the Chairmanship of Dr.Ananthakrishnan, Vice-Chancellor, Anna University, to go into the re-organisation of Public Works  Department, in its report has indicated as follows:- 

            "A post of Engineer-in-Chief (WR) may be created by upgrading one Chief Engineers post to co-ordinate the functions of the various Chief Engineers and Institutes in the Water Resources Department. He may be assisted by senior engineers of appropriate rank in dealing with the variety of functions of the restricted Public Works Department. 

            Engineer-in-Chief may be in overall charge of the Water Resources Department. He may also be Engineer-in-Chief for building wing till a port of Engineer-in-Chief is created for the building wing or for the transitional period". 

  4.  The Government have examined the proposal in the light of the recommendation of the High Power Committee and the World Bank Mission of Water Resources Consolidation. Project and decided to designate one of the posts of Chief Engineers as `Engineer-in-Chief' to head the Water Resources Organisation under Public Works Department. The post of Engineer-in-Chief shall carry the scale of pay Rs.5100-150-5700 plus a special pay of Rs.250/- per month. 

  5.  The Engineer-in-Chief shall head the Water Resources Organisation in Public Works Department and shall co-ordinate the Basin Managers and other Chief Engineers in all matters relating to Irrigation Management, Irrigation Research Institutes and Co-ordinate the activities of Chief Engineers in Water Resources Organisation. The Engineer-in-Chief shall monitor the functional specialisation in all line divisions with key functional areas of project formulation, Design and construction, Operations, Maintenance and Regulation, Institute of water studies, Irrigation Management Training Institute, Institute of Hydraulics and Hydrology and Ground Water Separate orders will be issued on decentralised water management along has in lines. 

  6.  The adhec rules for the post of Engineer-in-chief will be issued separately. The chief Engineer (General) is requested to send necessary proposals to government for issue of adhoc rules. 

  7.  This order issues with the concurrence of Finance Department vide its U.O.Nc 4056/T&/P.W0II/94-1 dated 23.11.94
