       Sub: Public Services – Suggestion Scheme – Cash Awards – Institution  Orders issues in G.O.Ms.No.2773, Public(Services-A) dated 11.11.1969-  Amended.

 In the G.O. cited, orders have been issued instituting a scheme of Cash Awards for suggestions emanating from Government Servants in this State for improvements in office and administrative procedures.  In paragraph VI of the Annexure to the G.O. the procedure to be adopted by the concerned Government Servant to communicate his suggestions has been laid down.  Accordingly the Government Servant concerned should communicate his suggestions through the recognized service Associations in which he is a member.

 2. It is now observed that the existing procedure in regard to communication of suggestions will entail the following difficulties;

i) Routing the suggestion through Service Associations would entailunnecessary delay

ii)Such a procedure will also lead to disclosure of the suggestions    to others before they are seen by the Government, and

iii)All Government servants may not be members of the recognisedservice Associations. In such an event it may be difficult for suchnon-members to route the suggestions if any through ServiceAssociations.

 3. In the light of the reasons given in para 2 above, the Government have re-examined the entire question relating to communication of suggestions to Government by the Government Servants concerned and have decided to modify the existing procedure.  They accordingly direct that the first sub-para of paragraph IV of the Annexure to the G.O. read above be amended as follows:-

  AMENDMENT

In the annexure to G.O.Ms.No.2773, Public(Ser.A) dated 11.11.69 in the first sub-

paragraph of para IV for the sentences “The procedure to be adopted is for the concerned Government Servant to communicate his suggestions(typewritten and in quadruplicate) through the recognized service association in which he is a member.  The Association will act as a screening body to eliminate unworkable and impracticable suggestions in the initial stage itself.  The service Association, after sufficient scrutiny, should select really good suggestions which it considers worthy of adoption on a wider basis and send them to the Government in Public (Services) Department through the Head of the department concerned, substitute the following.

       “The procedure to be adopted is for the concerned Government Servant to communicate his suggestions (Typewritten and in quadruplicate) direct to the Government in Public(Services-J) Department.
