ORDER:

In the Government Order second read above, a sum of Rs. 16.00 lakhs was sanctioned to the Animal Husbandry sector for implementing ongoing schemes under Western Ghats Development Programme during the year 2004-2005. In the letter third read above, the Commissioner and Director of Veterinary Services has sent proposals to the tune of Rs.94.30 lakhs for implementing ongoing schemes and new schemes under Western Ghats Development Programme for 2005-2006. After detailed examination, the Government had accepted the proposal of the Commissioner and Director of Veterinary Services to the tune of Rs.94.30 lakhs and recommended to the Union Planning Commission for approval. In the letter fourth read above the Union Planning Commission, Government of India has also approved the outlay of Rs.94.30 lakhs to the Animal Husbandry sector under Western Ghats Development Programme for the year 2005-2006.

2) The Government, after careful consideration, accord sanction for incurring an expenditure of Rs.94.30 lakhs (Rupees Ninety four lakhs and thirty thousands only) for the year 2005-2006 under Western Ghats Development Programme for implementing various Animal Husbandry schemes as indicated in the Annexure-I to III to this order.

3) The expenditure sanctioned in para-2 above shall be debited under the following head of account in Demand No.6. Animal Husbandry:

"2551- Hill Areas - 01.Western Ghats -105. Animal Husbandry - Schemes in the Tenth Five Year Plan - II.State Plan - JB.Establishment of Veterinary Institutions under WGDP".

4) Necessary provision will be made in Revised Estimate/Final Modified Appropriation 2005-06. Pending provision of funds, the Commissioner and Director of Veterinary Services is authorised to draw and disburse the amount sanctioned in para-2 above, for implementation of the ongoing and new Animal Husbandry schemes under Western Ghats Development Programme during 2005-2006 and shall send the monthly Progress Report by 15th of every month without fail.

5) Pending provision of funds, the concerned Pay and Accounts Officer/Treasury Officer is requested to admit and honour the bill if it is otherwise found to be in order. The Commissioner and Director of Veterinary Services is requested to include the above expenditure while sending budget proposals to the Government in Finance (AH&F) Department for Revised Estimate/Final Modified Appropriation 2005-2006 without fail.

6) The District Collectors concerned shall ensure that the amount recovered towards beneficiaries share from the farmers is credited into the following head of account:

103 Receipts from Poultry Development

AE. Sale of Giriraja Chicks

7) As ordered in the Government Order first read above, the Animal Husbandry and Fisheries Department shall watch the implementation of the schemes.

8) This order issues with the concurrence of the Finance Department vide its U.O.No.46545/AH&F/2005-1, dated.13-7-2005 and additional sanction Ledger No.359.
