--- ORDER: In the Government Order second read above, a sum of Rs.1.50 lakhs was sanctioned for implementation of Schemes for development of water resources, Irrigation, Soil and Water Conservation and Afforestation of Small Cardamom in Tamil Nadu under Western Ghats Development Programme during 2004-2005. In the letter third read above, the Director (Development), Spices Board, Cochin has proposed a financial outlay of Rs.4.50 lakhs (in which the share of Government of Tamil Nadu under Western Ghats Development Programme is Rs.2.25 lakhs and that of Spices Board is Rs.2.25 lakhs) for development of water resources, Irrigation, Soil and Water Conservation and Afforestation of Small Cardamom in Tamil Nadu to cover an area of 50 Ha approximately for the year 2005-2006. 2) After examining the above proposal of the Spices Board, the State Government had recommended a sum of Rs.2.25 lakhs (i.e. share of Government of- Tamil Nadu under Western Ghats Development Programme) to the Union Planning Commission, Government of India for approval and sanction to the Spices Board, Cochin. In the letter fourth read above, the Union Planning Commission, Government of India had also approved a sum of Rs.2.25 lakhs to the Spices Board under Western Ghats Development Programme for the year 2005-2006. 3) The Government after careful consideration, accord sanction for incurring an expenditure of Rs.2.25 lakhs (Rupees Two lakhs and twenty five thousand only) to the Spices Board, Cochin for implementation of schemes for development of water resources, Irrigation, Soil and Water Conservation and Afforestation of Small Cardamom in Tamil Nadu under Western Ghats Development Programme for the year 2005-2006. The Director (Development), Spices Board, Cochin is requested to implement the schemes as detailed in the Annexure to this order in Theni, Dindigul, Virudhunagar and Coimbatore Districts. 4) The schemes shall be implemented by the Spices Board, Cochin with the technical support of the Agricultural Engineering Department, Chennai-35. 5) The expenditure sanctioned in para-3 above shall be debited to the following head of account:
6) Necessary funds will be provided in the Revised Estimate/Final Modified Appropriation 2005-2006. Pending provision of funds, the Chief Engineer (AE)(i/c) is authorised to draw the amount sanctioned in para-3 above and disburse it to the Chairman, Spices Board after getting proper acknowledgement under intimation to the Government. 7) The Chief Engineer (AE)(i/c) shall send necessary proposals to the Finance Department with a copy to this Department, at the appropriate time for inclusion of this expenditure in the Revised Estimate/Final Modified Appropriation 2005-2006. 8) The Chairman, Spices Board shall send the progress report by 15th of every month regularly. He is also requested to furnish the Audit Certificates (Annual) and Utilisation Certificate to the Government/Accountant General, Chennai-18 periodically. 9) As envisaged in the Government Order first read above, the Agriculture Department shall watch the implementation of the scheme and ensure that the proposals for inclusion of expenditure in the Revised Estimate/Final Modified Appropriation 2005-2006 are sent to the Finance Department with a copy to this Department at the appropriate time. 10) This order issues with the concurrence of the Finance Department vide its U.O.No.36525/Agri/2005, dated 24-5-2005 and additional sanction ledger No. 132.
