ORDER:

In the Government Order second read above, a sum of Rs.30.00 lakhs was sanctioned to the Tamil Nadu Energy Development Agency towards implementation of Non-Conventional Sources of Energy Schemes under Western Ghats Development Programme during 2004-2005.

2. In the letter third read above, the Chairman and Managing Director, Tamil Nadu Energy Development Agency has sent proposals for sanction of Rs.35.00 lakhs for implementation of Non-conventional and renewable energy schemes under Western Ghats Development Programme during 2005-06. In the Annual Plan finalization meeting held on 27-1-2005 for the year 2005-2006, the Government,

after having detailed discussion accepted the above proposals and recommended to the Union Planning Commission, Government of India for approval. In the letter

fourth read above, the Union Planning Commission, Government of India have accorded an approval for Rs.35.00 lakhs to the Non-Conventional Sources of Energy Sector for implementation of Non-conventional and renewable energy schemes in the Western Ghats Region during 2005-06.

3. The Government, after careful consideration, accord sanction for incurring an expenditure of Rs.35.00 lakhs (Rupees Thirty Five lakhs only) towards implementation of Non-conventional and renewable energy schemes under Western Ghats Development Programme as detailed in the Annexure to this order.

4. The expenditure sanctioned in para-3 above shall be debited under the following head of account under Demand No. 13:

"2551. Hill Areas – 01. Western Ghats – 135. Energy Conservation Scheme - Schemes in the Tenth Five Year Plan – II. State Plan – JB. Assistance to Tamil Nadu Energy Development Agency towards Non-Conventional sources of Energy Sector under Western Ghats Development Programme - 09. Grants in aid – 03. Grants for specific schemes" (DPC 2551 01 135 JB 0932)"

 

5. The amount sanctioned in para-3 above shall not be paid in cash but shall be contra credited to the Personal Deposit Account under "K.Deposits and Advances (b) Deposits not bearing interest –

 8443.00 – Civil Deposits – 800 Other Deposits – AE.Deposits of Government Companies/Corporations etc. 30 Deposits of Tamil Nadu Energy Development Agency (DPC 8443 00 800 AE 300I )(Receipts).

6. Necessary funds will be provided in Revised Estimate/Final Modified Appropriation 2005-06. Pending provision of funds, the Section Officer, Energy (Bills) Department is authorised to draw the amount sanctioned at para.3 above and adjust the same as detailed at para.5 above.

7. The Chairman and Managing Director, Tamil Nadu Energy Development Agency shall complete the schemes within this financial year. Further, he shall also consult the respective District Collectors in respect of selection of sites for the installation of the devices as detailed in the annexure to this order. The Government also direct the District Collectors to issue specific instructions to the concerned local bodies in which the devices are to be installed for the proper maintenance of the same.

8. The Chairman and Managing Director, Tamil Nadu Energy Development Agency shall implement the schemes as indicated in the annexure to this order and send the monthly progress report by 15th of every month to the Government without fail.

9. As ordered in the Government Order first read above, the Secretary, Energy Department shall watch the implementation of the schemes and ensure that the proposals for inclusion of the expenditure in Revised Estimate/Final Modified Appropriation 2005-06 are sent to the Finance Department at the appropriate time.

10. This Order issues with the concurrence of Finance Department vide its U.O.No.35394/PW.II/2005, dated 17-5-2005 and additional sanction ledger No.118.
