Provision of basic amenities to rural and urban areas of the districts - Sanction of Rs.250 Crores during 2005-06 – Orders Issued.

2.The proposals received from all the District Collectors

 

ORDER:

In the Government letter first read above, the District Collectors were requested to make a thorough and complete assessment of the needs for the provision of basic amenities and identify the gaps. The following guidelines were issued in this regard:-

(i) For rural habitations the assessment of basic amenities to be done village panchayat wise and should cover all the habitations in the village panchayat. For urban areas and special village panchayats, the assessment is to be done ward wise and should cover all wards.

(ii) The provision of basic amenities would mainly cover water supply, street lighting, improvement of street conditions - repair, storm water drain sanitation, repairs to free houses, repairs to Noon Meal Centres, Schools, pathways to burial grounds, approach roads to habitation and minor irrigation works. In addition, other minor works which fulfill a long felt need of the residents of the village / ward are also to be included.

2. The proposals received from the District Collectors were examined with reference to various ongoing schemes being implemented in the districts during 2005-2006 and the requirement of funds for each of the districts for 2005-2006 arrived at. In respect of tiled houses constructed prior to 1991 in the village / special village panchayat areas, the Director of Rural Development and Director of Special Village Panchayats have requested for funds for undertaking repairs during 2005-2006. Taking into account, the proposals of Director of Rural Development and Director of Special Village Panchayats, the total requirements for providing basic amenities for each of the districts has been worked out.

3. The Government accordingly sanction a sum of Rs.250 Crores (Rupees Two Hundred and Fifty Crores only) for providing basic amenities to the districts as indicated in the Annexures to this order. The abstract of district wise allocation is indicated in the Annexure – I and the details of amenities that will be provided are indicated in Annexure – II to this order. The provision of funds for various basic amenities has been made only on the basis of requests made from District Collectors. However any transfer of funds from one sector to another may be made with the approval of Government.

4. The Government also direct that the above funds shall be utilized by the District Collectors for implementing for various components of basic amenities during 2005-2006 under the following guidelines:

(1) Initially funds shall be deposited with District Rural Development Agency of the respective districts in a separate account to be opened for this scheme.

(2) The cost of any individual item of work should not exceed Rs.10 lakhs.

(Rupees Ten Lakhs only)

(3) The existing procedures / guidelines for similar State Government schemes will apply to this scheme also.

(4) If the district allocation is more than Rs.5 Crores, the amount will be released in two installments ie Rs.5 Crores as 1st Installment and the balance after 60% utilization of 1st installment by the District Collectors.

(5) In respect of works to be executed by Highways and Public Works Department (Irrigation), the amounts shall be drawn & deposited with the respective Highways/ Public Works Department divisions by the District Collectors.

(6) The funds relating to Urban Local bodies shall be released by the District Collectors to the respective local bodies.

(7) The consolidated utilization certificate for each district shall be furnished by the District Collectors to the Government in Planning, Development and Special Initiatives Department for the first and second installments separately.

(8) Regarding repairing of Indira Awaas Yojana houses constructed prior to 1991, the guidelines already issued by the Director of Rural Development to the District Collectors in Letter no. 23954 / 2005 dated 10.5.2005 shall be adopted.

5. The expenditure sanctioned in para 3 above shall be debited to the following head of account:

"2075 Miscellaneous General Services 00 Miscellaneous General Services 800 Other expenditure - II State Plan - JE Assistance for providing basic amenities - 09 Grants-in-Aid - 03 Grants for Specific Schemes (DPC 2075 00 800 JE 0933)"

6. The District Collectors are authoried to draw funds upto Rs.5.00 crores (Rupees Five crores only) as first installment under the head of account mentioned in para 5 above and to deposit the same in a separate Savings Bank Account to be opened in the name of the District Rural Development Agency. The District Collectors shall maintain separate accounts for utilising the funds. The authorisation from Government in Planning, Development and Special Initiatives Department for drawal of second installment will be issued, after receipt of Utilisation Certificate from the District Collectors for the first installment of Rs. 5.00 crores as ordered in para 4(4) above.

7. In respect of Corporation of Chennai, the Commissioner of Municipal Administration is authorized to draw and disburse the funds as ordered in para 4(4) above.

8. The District Collectors, Commissioner, Chennai Corporation shall also send monthly progress report to Government in Planning, Development and Special Initiatives department in the prescribed format in respect of various components of the scheme.

9. This order issues with the concurrence of the Finance Department vide its U.O.No.3666/FS/P/2005, dated 25-10-2005.
