In the Government Order first cited, Government have issued standardized terms and conditions in respect of deputation of employees of one State Public Sector Undertaking/Board to another State Public Sector Undertaking/Board. It has been suggested that the benefits provided in Condition No.23 relating to sanction of House Building Advance/Motor Car/Scooter Advance etc. may also be extended to the State Government servants on deputation to State owned Corporations/Boards/Undertakings and Co-operative institutions, Autonomous Bodies, etc.
2.In the Government Order second cited, the Government have issued standardized terms and conditions for deputation of State Government Servants to State owned Corporations/Boards/undertakings and Co-operative Institutions, Autonomous bodies, etc. The Registrar of Co-operative Societies, in his letter third cited, has, sought for clarification whether the deputationists are entitled for sanction of Education, Handloom/Khadi Advances.
3.Government, after careful examination of the above suggestion and clarification, have decided to include three more conditions, in addition to the existing 21 conditions in the Government Order second cited. Accordingly, the following three conditions shall be added after the 21 conditions listed out in para 4 of the said Government Order.
“22. Education/Handloom/Khadi Advances”.
These advances shall be paid to the deputationist in foreign service as admissible to the Government servant or as admissible in the foreign service, whichever is more advantageous to him.
The outstanding advance, if any, sanctioned by the foreign employer shall, on his reversion to parent department, be recovered in monthly instalments by the parent department and paid to the foreign employer, in the balance number of instalments.
“23. House Building Advance, Motor Car/Scooter Advance, etc.”
The deputationists will apply for the House Building Advance, Motor Car/Scooter Advance etc. to his parent orgainsation through his Foreign Employer. The Foreign Employer should ensure that the instalments of House Building Advance, Motor Car/Scooter Advance, etc. sanctioned to the individual by the parent organisation are recovered from the pay bills of the deputationist and remitted back to the parent organization.
“24.General”
The deputationists, could be allowed to avail themselves of the advances in the foreign body as well, as they would be eligible in Government and that the sanction and recovery as in Government shall be made by the foreign body.
