            Sub   :Tamil Nadu Government Servants’ Conduct Rules, 1973 – Transfer of Government servants to a District where property  Is possessed.

 I am directed to state that the term “District” has different connotations in different departments of the Government.  For example, generally this term shall mean a Revenue District.  In the Registration Department, the Registration District shall mean a District. In the Public Works Department, sub division of the Public Works Department shall be treated as a District.  A doubt has, therefore, arisen as to how to apply the term “District” to persons working in different departments of the Government in a District when they make a report about ownership of immovable property in the District under the Government Servants Conduct Rules, 1973.

 2.  According to Clause (b) of sub-rule 14 of rule 7 of the Tamil Nadu Government Servants’ Conduct Rules, 1973, a Government servant may usually be permitted to acquire immovable property outside the Revenue District in which he is serving.  But, when on transfer to a district in which he holds immovable property, a Government servant makes the report required under sub-rule (17), the authority responsible shall, ordinarily, transfer him to another district.  The term “District” referred to in this rule denotes only the Revenue District.  I am, therefore, directed to clarify that the term “District” referred to in clause (b) of sub-rule (14) of rule 7 of the Tamil Nadu Government Servants’ Conduct Rules, 1973, implies only the Revenue District as clearly mentioned in this rule.
