PUBLIC SERVICES – Execution of Indemnity Bond by Government Servants for various Training/Higher Studies – Deputed outside India – Revised  Orders – Issued. 


PERSONNEL AND ADMINISTRATIVE REFORMS (FR.III) DEPARTMENT.

 G.O.Ms.No.40, Personnel and Administrative Reforms (FR.III)   Department, dated 20.5.1991. 

ORDER: 

            In the Government order read above, the Government have inter alias directed that the Government servants deputed to attend Seminars, Conferences, Workshops, Refresher courses, In-service Training, Specialized training outside India at their own cost, should execute a bond to serve the Government for the period specified in the Annexure to the Government Order.  The Government have also directed that if they fail to serve the Government under the bond.  Necessary amendments to Rule-11-A of the Fundamental Rules and Rule-17 of the Tamil Nadu Study Leave Rules have also been issued in this regard.

 2.The Government Order read above, was issued when several restrictions had been placed on the Government servants, particularly those belonging to the scarce categories in medical and allied professions to visit abroad.  Subsequently, the Government have relaxed many such restrictions.  In the case of visit to a Foreign Country as a tourist or on pilgrimage, no bond is obtained.  In this context, the Government consider that there is no need to obtain a bond from Government Servants who go abroad at their own cost for Seminars / Conferences / Training  etc.  After due consideration and in partial modification of the orders issued in the Government Order cited, the Government now direct that the Government servants who go abroad to participate in Seminars, Conferences, Workshops, Refresher Courses, in service Training and specialized Training at their own cost by availing Extra-ordinary Leave without Pay and Allowances need not execute a bond.  The concessions extended herein will be applicable to the past cases also.

 3.Necessary amendments to Fundamental Rules and Tamil Nadu Study Leave Rules will be issued separately from Personnel and Administrative Reforms (FR.IV) Department.
